The Department of Homeland Security (DHS) was established in 2002, combining 22 different federal departments and agencies into a unified, integrated Cabinet agency. The Management Directorate serves as the Department’s operational support entity, encompassing essential functions such as asset management, logistics, budget and finance, human resources, information technology, procurement, and security.

**Position Summary:**
The Senior Systems Integrator will play a critical role in standing up and maintaining a centralized information-sharing environment within the Management Directorate. This position will be responsible for integrating information and data from disparate systems to improve operational efficiency, enhance decision-making, and ensure compliance with federal standards.

**Scope of Responsibilities:**
- Develop and implement an innovative roadmap for the Management Directorate's operational use of emerging technologies.
- Lead the enhancement of the Business Resource Integration Dashboard for Government Efficiency (BRIDGE) to facilitate data-driven decisions.
- Ensure the integration of existing data sets for budget and finance, procurement, human capital, security, information technology, and operations.
- Automate legacy processes and enhance compliance with federal standards through digital analytics and data integration platforms.
- Provide overarching architecture, concept implementation, and required skill sets to achieve the Directorates’ vision.
- Collaborate with cross-functional teams to design and monitor data sets and capabilities across various operational areas.

**Functional Support Requirements:**
The successful candidate will deliver data analytics and system integration services across multiple functional areas, including:

1. **Asset Management and Logistics Support:**
- Optimize asset management systems and conduct process reviews.
- Conduct space utilization audits and facilities management assessments.
- Evaluate records management systems in line with NARA requirements.

2. **Budget and Financial Management Support:**
- Perform internal control evaluations and risk assessments for A-123 compliance.
- Conduct financial systems auditing and reconciliation.
- Validate budget execution and variance analysis.

3. **Human Capital Management Support:**
- Conduct HR systems and access control audits.
- Review position classification and personnel actions.
- Validate payroll system compliance and training system records.

4. **Information Technology and Systems Support:**
- Audit IT systems and perform control assessments in alignment with NIST SP 800-53 and FISMA.
- Assess cloud infrastructure and advise on FedRAMP compliance.
- Evaluate cybersecurity and risk posture.

5. **Procurement and Acquisition Support:**
- Audit procurement processes and ensure compliance.
- Manage lifecycle contracts and oversee vendor performance.
- Support acquisition planning and document management.

Requirements

- Bachelor's degree in Information Technology, Computer Science, or a related field; advanced degree preferred.
- Extensive experience in systems integration and data analytics within a federal environment.
- Strong understanding of federal compliance requirements and standards.
- Proven ability to lead cross-functional teams and manage multiple projects simultaneously.
- Excellent problem-solving skills and a strategic mindset.
