The Office of Budget Administration (OBA) provides fiscal planning and budget oversight for the Department of Social Services / Human Resources Administration and the Department of Homeless Services. OBA is responsible for preparing and negotiating the Agency's budgets, managing the budget cycle, analyzing service demand trends, legislative impacts, and developing strategies to optimize budget resources.

The Office Of Budget Administration (OBA) is seeking to hire one (1) Associate Staff Analyst to function as a Budget Analyst, responsible for:

  1. Monitoring the development and analysis of the Expense Budget for an assigned area and advising OBA executive staff.
  2. Conducting research on budgetary impacts of legislative changes, rate structure alterations, and service utilization variations.
  3. Reviewing and recommending on new funding requests and cost reduction initiatives.
  4. Analyzing complex budget issues and reconciling data within the Financial Management System (FMS).
  5. Assisting programs in preparing budget requests and prioritizing program options.
  6. Preparing expenditure reports, identifying discrepancies, and analyzing variances.
  7. Monitoring program spending to ensure adherence to budgets.
  8. Acting as a liaison between OBA, program areas, and OMB regarding budget and program impacts.

Work Location: 4 World Trade Center.

Hours/Schedule: 9:00 am to 5:00 pm.

Position Title: Associate Staff Analyst - 12627.

Minimum Qualifications

  • A master's degree in relevant fields or a Juris Doctor plus one year of professional experience in budget-related areas.
  • Alternatively, a bachelor's degree with three years of relevant experience.
  • Or, an associate degree with five years of relevant experience.
  • Or, a high school diploma with seven years of relevant experience.

Salary Range: $79,473.00 – $91,964.00.
