Project Representative I Or II

Under general direction, this position manages a variety of construction projects in public right of way (ROW) to ensure quality of the work performed by private contractors and the materials used conform to plans, specifications and standards of the City of Amarillo. This position engages with the public daily responding to issues with ROW permits and franchise utility contractors performing work in the public ROW. Project Representative I: Essential Responsibilities Inspects construction work through the completion of a permitted Right-of-Way and Street Department permits to ensure compliance with standard specifications and permit requirements; additionally conduct quarterly maintenance inspections throughout the one-year warranty period of assigned projects. Interprets plans, cut sheets and specifications. Conducts preconstruction conference for franchise utility installations. Works closely with private contractors to ensure proper workmanship and material installation in accordance with approved plans and specifications. Assists the contractor to locate utilities including the location of sewer taps, valves, and water and sewer mains. Coordinates survey needs with survey crews or private survey companies. Makes daily reports of construction progress. Evaluates submitted cement and asphaltic concrete mix designs are current and comply with specifications. Checks density of subgrade and base course using a nuclear moisture/density gauge. Will be required to obtain certification in use of moisture/density gauge within three months of being hired. Use of turbidity meters and colorimeters for potable water testing. Performs testing on all newly installed water, sanitary sewer mains and sanitary sewer manholes as per TCEQ rules. Prepares necessary reports. Prepares punch lists and final project closeout reports. Prepares as-built drawings delineating location of water valves, sanitary sewer manholes and any field changes made. Responds to complaints or inquiries from customers or other departments. Coordinates construction work with external entities such as franchise utilities and other City departments. In addition to the Project Representative I position, the Project Representative II will also be responsible for the following responsibilities. Assist as relief for the inspections and testing on Development and Capital Projects. Inspects and tests materials and methods to ensure compliance before recommending acceptance or payment. Obtains samples of various construction materials using accepted sampling methods and transporting them to labs for testing. Provides construction expertise during the plan review process such as access ramps, gates, driveways, erosion and sediment controls and traffic control plans. Manages new utility installations in City of Amarillo Right-of-Ways in accordance with City of Amarillo policy and regulations. Coordinates the adjustment of existing utilities with utility companies. Requires a radiation safety officer certification within three months of being hired. Maintains and inspects the nuclear moisture/density gauge in accordance with Nuclear Regulatory Commission and Texas Health Department regulations. Prepares and maintains files containing the radioactive material license, leak wipe reports, dosimetry reports, transportation logs, source certificate and standard count logs. Use of turbidity meters and colorimeters for potable water testing. Performs testing on all newly installed water, sanitary sewer mains and sanitary sewer manholes as per TCEQ rules. Prepares necessary reports. Prepares punch lists and final project closeout reports. Prepares as-built drawings delineating location of water valves, sanitary sewer manholes and any field changes made. Provides construction expertise during the plan review process such as access ramps, gates, driveways, erosion and sediment controls and traffic control plans. Minimum Requirements Project Representative I: Position requires a High School diploma or equivalent and two years construction, or inspection experience preferred. Valid Texas Driver's License, required. Project Representative II: Position requires a High School diploma or equivalent and five years construction, or inspection experience preferred. Experience with water, wastewater and road construction preferred. Valid Texas Driver's License, required. Bilingual preferred Knowledge, Skills, And Abilities Working knowledge of the techniques and materials utilized in the construction, installation and/or rehabilitation of municipal infrastructure systems. Knowledge of construction management processes, and material testing procedures. Knowledge of the safety procedures for inspecting construction sites, including confined space entry and the use of recovery equipment. Ability to operate computers for data entry and word processing. Strong verbal and written communication skill. Ability to operate small office equipment, including copy machines or multi-line telephone systems. Work Environment The employee works primarily in a dynamic outdoor environment in all types of weather conditions that requires being sensitive to change and responsive to changing goals, priorities, and needs. The employee will be expected to spend an average of seven (7) hours a day outdoors in direct sunlight and in both hot and cold environments.
