Duties
Help
  • Reads, reviews, and organizes assigned sections of the Congressional Record to prepare synopses of data contained. Write summaries to determine appropriate classifications, subject headings, and location of the summary in the index.
  • Research other volumes to determine whether newly submitted information has been summarized and indexed earlier.
  • Review reference lists and databases and conducts research to verify, supplement, and/or provide background information on the entries from the Congressional Record being indexed.
  • Assists requesters in locating information in the Congressional Records. These requesters may be congressional staff members, government agency staff members, students or members of the general public.
  • Prepares daily indexes for posting online.

Qualifications
To qualify for the Congressional Record Index Specialist, PG -0301-9, you must meet the following requirements:
SPECIALIZED EXPERIENCE:

To minimally qualify for the PG- 0301-9 level, you must possess one year of specialized experience at the PG-7 or equivalent grade level or higher. Examples of qualifying specialized experience includes: Possessing familiarity with the Congressional Record Index process or working with printed information that documents proceedings for a customer such as Congress; Utilizing professional understanding of various sources of input into the Congressional Record or similar document; and Reading, analyzing data, and extracting pertinent information in a clear and concise manner for the purposes of creating index items directed to various audiences.
OR
Completed a master's or equivalent graduate degree in a related field of study such as such as English or Library Science or Political Science. (Note: You must attach a copy of your transcripts.)
OR
Two full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as English or Library Science or Political Science. (Note: You must attach a copy of your transcripts.)
OR
LL.B. or J.D., related to the position in a related field such as English or Library Science or Political Science (Note: You must attach a copy of your transcripts.)
OR
A combination of experience and education.
Combination of Education and Specialized Experience:
Possess a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Substitution of education in lieu of specialized experience may be used for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Section 3110 of Title 5, U.S. Code, prohibits a Federal official from appointing, promoting, or advocating the appointment or promotion of a relative in the agency where the official is serving or exercises jurisdiction. Background Investigation:
For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
