General Description of Duties

Under general supervision, this position is responsible for providing administrative and technical support related to employee compensation and classification. The role involves delivering compensation expertise and supporting the development and management of compensation programs. Key responsibilities include job evaluation, market pricing and benchmarking, compensation analysis, salary administration, and the implementation of compensation-related programs, policies, and practices, all while ensuring compliance with applicable federal and state laws and regulations.

  • Conducts research and analysis in various compensation-related areas, including compensation trends, statistics, and market data.
  • Provides guidance and recommendations on compensation decisions, including setting pay rates for new hires, promotions, demotions, and other personnel actions.
  • Performs position evaluations and assesses the financial implications of compensation actions; assists in designing and implementing pay structures by determining appropriate pay grades for new or revised positions based on market data and internal equity.
  • Collaborates with departments to create and update job descriptions; conducts job evaluations and prepares supporting documentation for review and approval.
  • Develops, prepares, and analyzes a wide range of reports and queries to meet stakeholder needs, including cost analyses, salary trends, and market comparisons.
  • Supports collective bargaining efforts by compiling and analyzing complex pay and cost data.
  • Participates in the annual salary adjustment process and prepares associated cost analyses.
  • Creates communication materials to promote understanding and transparency of compensation plans and structures.
  • Assists with Fair Labor Standards Act (FLSA) compliance, including analysis to ensure proper classification and adherence to federal and state regulations.
  • Participates in salary surveys with school districts, government entities, and private organizations; analyzes survey data to assess internal and external pay competitiveness.
  • Maintains and updates organizational charts and provides support for departmental reorganizations.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education: Bachelor's Degree from an accredited institution in Human Resources, Finance, Business Administration, Organizational Development, or a closely related field.
Experience: Two (2) years' recent experience administering compensation programs and/or preparing a variety of data analysis or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position.
Preferred Qualifications:
  • Certified Compensation Professional (CCP) certification
  • Compensation/classification experience in a governmental agency
Miscellaneous: Must possess and maintain a valid Florida Driver's License.
Knowledge, Skills and Abilities
  • Strong knowledge of current compensation theory, wage and salary practices, job evaluation methodologies, pay plan design, and reward strategies.
  • Proficient in interpreting and applying relevant policies, state statutes, federal laws, and regulations, including Wage and Hour Laws, Florida Statutes, County policies and procedures, and collective bargaining agreements.
  • Skilled in analyzing data to support informed, data-driven decision-making.
  • Advanced proficiency in Microsoft Excel, including the use of VLOOKUPs, pivot tables, and complex formulas; demonstrates a high level of attention to detail.
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media; Ability to establish and maintain collaborative working relationships with all stakeholders.
  • Knowledge of modern office procedures and equipment; knowledge of clerical and secretarial support functions; Ability to access, operate, and maintain various software applications.
  • Ability to coordinate schedules and meeting arrangements.
  • Ability to understand and follow written and oral instructions.
  • Ability to establish and maintain effective working relations with management, employees, other departments, officials and the general public.
  • Knowledge of the principles and techniques of customer service skills.
  • Ability to use good judgment, discretion, and confidentiality in the performance of duties.
  • Proficient in business English, including grammar, punctuation, spelling, and formatting of professional correspondence.
  • Ability to perform routine mathematical computations and tabulations accurately and efficiently.
  • Ability to type with accuracy and efficiency.
  • Ability to operate standard office equipment, such as computers, printers, copiers, fax machines, and telephone systems.
  • Ability to read, update and maintain various records and files; knowledge of administrative functions such as recordkeeping, report preparation, and document proofreading.
  • PHYSICAL DEMAND REQUIREMENTS:
    Physical Demand: Light
    - 20 pounds maximum lifting.
    - Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
    - If less lifting involved significant walking/standing may be required.
    - If mostly sitting is involved will require push/pull on arm or leg controls.
    - Expressing or exchanging ideas by spoken word or perceiving sound by ear.
    - Good eyesight for production or safety of self and others.
    - Physical agility is required in kneeling, bending, stooping, and reaching.
    - Required to have clear vision at distances of 20 inches or less.

At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.

Employee Health Center
The County provides a private health center for County Employees and eligible dependents. The Employee Health Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Health Center are offered at no cost to the employees and their eligible dependents.
Employees who are enrolled on the County's Medical plan have access to the Employee Health Center on day one of employment. The Health Center is available to patients 8 years of age and older.

Administrative Leave
40 hours of Administrative Leave per fiscal year for Exempt employees.
Sick Leave Bank
