General Description of Duties

Target Hiring Range: $69,680.00 -$88,847.20 Pay Grade Range:$69,680.00 -$108,014.40

Under professional direction, the purpose of the position is to perform specialized engineering work to plan, coordinate and implement County development activities. Employees in this classification perform at a professional level and are accountable for reviewing and evaluating development projects in compliance with all applicable County/State/Federal codes and regulations, and according to all acceptable engineering practices. Work includes reviewing and evaluating technical documents, construction plans (residential and commercial) development and roadway design, attending and participating in the TRS and other related meetings while providing solutions to construction problems. Employee works with a high degree of independence and initiative and may confer with the Principal Engineer and /or the Manager on matters involving complex development matters.

  • Performs routine and moderately complex professional and technical engineering design/ review work relative to the County's development submittals.
  • Manages and assists in the review of all applications of development in the Development Review Section to ensure planning, development, design and construction is completed in compliance with all applicable County/State/Federal codes and regulations, and according to all acceptable engineering practices.
  • Ensures all survey and drafting work is approved for compliance with all applicable codes, ordinances and regulations.
  • Assists in the development and enforcement of all Land Development Codes applicable to all existing facilities, proposed improvements and new construction; researches and investigates historically significant landmarks within the County.
  • Performs engineering design and review work for submitted development applications involving municipal streets, drainage, paving, grading, sidewalks, elevations, building facilities, environmental impacts and traffic issues.
  • Reviews and evaluates applications for development to ensure compliance with County codes and regulations; inspects construction sites to determine conformance of site to approved plans.
  • Advises department heads and other officials on County's adopted policies; prepares cost estimates; provides technical information and interpretation of codes and regulations regarding development issues to general public, developers, permitting agencies, consultants, contractors and County staff.
  • Researches, prepares reports, drafts specifications, and presents recommendations for special tasks as delegated by the respective Manager.
  • Coordinates with technical review staff, project coordinators, planning and zoning staff, traffic and storm water sections to address issues that may arise from the review of development applications.
  • Attend DRC meetings, Planning and Board of County Commission meetings, and maintains open communication to coordinate with developers, consultants, State and local agencies and the dissemination of information.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education: Bachelor's Degree in Civil Engineering or closely related field.
Experience: Two (2) years' experience in Civil Engineering design and construction focused on commercial and residential developments with responsible experience in designing and managing development projects or possess a current Engineering Intern Training (EIT) Certification.
Miscellaneous: Must possess and maintain a valid Florida Drivers' License.
Knowledge, Skills and Abilities
  • Ability to understand and follow complex written and oral instructions.
  • Considerable knowledge of the principles and practices of Civil Engineering and utilities work as applied to the development, design, construction and coordination.
  • Considerable knowledge of current codes and regulatory standards governing the state's building construction and development industry.
  • Considerable knowledge of all functions relevant to the processing, plans review, design, inspections of various developments.
  • Ability to review and interpret construction project plans, and the technical interpretation of applicable construction codes and regulatory standards.
  • Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards.
  • Ability to read, update and maintain various records and files.
  • Ability to access, operate and maintain various software applications.
  • Ability to clearly communicate information both verbally and in writing.
  • Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
  • Ability to establish and maintain effective working relationships with departmental personnel, management, contractors, consultants and the general public.

At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.

Administrative Leave
