Summary You will serve as an IT SPECIALIST (APPSW) (Software Chief Technologist) in the Expeditionary C3I & Cyber Division (JXY); Special Warfare & Expeditionary Systems Department (JX) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. Responsibilities You will serve as a Technical Subject Matter Expert (SME) in Software Engineering and Architecture for the division. You will mentor and train personnel in modern software engineering practices, such as cloud-native development, Software Security Framework (SSF), and data engineering. You will develop new software capabilities, modernize existing software infrastructure, and identify strategic technology gaps. You will develop new relationships with potential customers and sponsors through attendance at industry conferences, participation in standards bodies, and working-level interaction with program directors and technical leads. You will serve as a technical and strategic advisor for the JXY Division for all matters relating to software engineering, architecture, and strategic technology adoption. You will work directly with internal teams on day-to-day software tasking when necessary. You will contribute to the design and development of modern software environments, including cloud-based platforms, containerized deployments, and secure software development lifecycles. You will function as an SME in the areas of software architecture and emerging technologies, engaging with academic partners, industry partners, the warfare center community, other technical activities, and the Department of Defense (DoD). You will collaborate across boundaries to build strategic relationships and achieve common goals. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector applying Information Technology (IT) applications software development methods to design, develop, test, or implement new or modified applications software for information systems or networks. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
