Job Title
This position is a contractor oversight role within the Department of the Navy. You will review and evaluate contractor's condition reports and recommendations for additional work. You will assist in pre-award surveys to evaluate private contractor capability to perform the requirements of overhaul and repair contracts. You will accomplish ship inspections and maintain material control. You will ensure all facets of work performed meet government quality standards. You will provide direct support to the Project manager on all project issues. Requirements: Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to successfully complete a pre-appointment physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You will be required to obtain and maintain a U.S. Passport. Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience solving technical problems associated with ship maintenance; Experience assisting with developing detailed reports, planning documents and correspondence concerning labor conditions, production costs, methods, processes and material costs related to ship repair; Experience analyzing contractor reports to provide detailed statements of work to include estimate of labor and material requirements; Experience accomplishing ship inspections to determine scope of work, ensuring quality standards, and writing discrepancy reports; Experience accepting or rejecting tests of ship's machinery, propulsion, piping, and HM&E Experience coordinating with contractors to prevent delays and conducting weekly conferences to present findings. Education: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
