The Transportation Enforcement Branch (TEB) investigates possible violations of the Public Utilities Code, Commission regulations, and other California statutes involving passenger transportation carriers, including transportation network companies, limousines, buses, and ferries. The TEB investigates, researches, identifies, analyzes key enforcement issues, issues citations, testifies in formal proceedings, and may make recommendations regarding settlements and penalties. Under the general direction of a Program and Project Supervisor (PPS), the Public Utilities Regulatory Analyst III (PURA III) conducts moderately complex economic, policy, and technical analyses and research on passenger transportation matters. The PURA III prepares or contributes to technical reports, audits, testimony, legislative analysis, and procedures. The PURA III advises TEB management on enforcement and consumer protection issues related to transportation network companies, bus and limousine services, and electric and driverless vehicles. The PURA III participates in safety promotion activities related to TEB representation at airports, conferences, Commission meetings, public meetings, and workshops. The PURA III conducts research on emerging trends in the passenger transportation industry and is required to travel frequently across the state and participate in field operations.
