This is an intermediate level environmental position. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Utilizing knowledge of the Statues and Regulations governing the Resilient Florida Program this position will: Assist in the development and implementation of statewide measures to assist communities in completing vulnerability assessments and implementing adaptation projects. This will require conducting research to identify compliance actions required to meet the statues and regulations for the Resilient Florida Program. Serves as an environmental program grant manager for assigned grants and assists other project and grant managers for the Resilient Florida Program grant agreements for the Office of Resilience and Coastal Protection. Coordinates directly with other DEP staff, state and federal agencies, and local authorities to facilitate successful completion of grants to comply with statues and regulations. Coordinates and reports on status of grants and projects through all phases including completion. Assists team leader with grants assigned. Coordinates and assists with the review, approvals, and processing of administrative and technical aspects of assigned grants. Prepare and compile grant documents in accordance with the State of Florida, Department and Resilient Florida Program. Monitor project progress, coordinating with grantees and contractors, reviewing deliverables in accordance with Program Statute and the project scope of work, completing required grant and expenditure documents, and providing reports, as required. Assist with the development and management of the Program grants database, templates, reports, and processes. The position also coordinates with the other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida. Performs other duties as assigned. Required Knowledge, Skills, and Abilities: Knowledge of basic management principles and practices. Knowledge of grant and contract best management practices. Knowledge of the methods of data collection and analysis. Knowledge of applicable computer applications and basic computer functions. Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations. Knowledge of and ability to interpret and apply related policies, procedures, principles, and practices. Knowledge of terminology, techniques, and principles of environmental resource management. Skilled in the use of computer applications, particularly Microsoft Office Suite and Adobe Acrobat. Ability to collect, compile, organize, and analyze data. Ability to review and monitor policies and procedures for compliance with applicable requirements. Ability to evaluate and analyze data relating to grant management activities. Ability to compile and review financial data for accuracy, completeness, and compliance. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities. Ability to develop and organize data into logical format for presentation in reports, proposals, and other written documents. Ability to utilize problem-solving techniques. Ability to work independently. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to achieve and maintain certification as a Florida Certified Contract Manager. Ability to maintain a valid driver license. Minimum Qualifications: Florida Certified Contract Manager Certification or ability to obtain within one (1) year of hire. At least six years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A valid driver license.
