Chief Information Officer (CIO)
The Chief Information Officer (CIO) serves as the senior executive responsible for providing strategic leadership and oversight of shared information technology (IT) services across the University System of New Hampshire (USNH), which is comprised of the University of NH (UNH), Keene State College and Plymouth State University. Reporting directly to the Executive Vice President, Finance & Administration (EVPFA) of the University of NH, the CIO will align IT initiatives with the university system's mission, strategic goals, and academic priorities. This role involves managing a diverse portfolio of technology resources to support teaching, learning, research, administration, and student success in a multi-campus environment. The CIO will foster innovation, ensure cybersecurity and data integrity, and drive digital transformation to enhance operational efficiency and institutional competitiveness. Duties/Responsibilities
Innovation and Digital Transformation Champion the adoption of cutting-edge technologies to enhance user experiences, such as mobile apps for student services, virtual reality and artificial intelligence for education, and analytics for decision-making. Evaluate and integrate new tools to improve accessibility and sustainability across the university system. Strategic Leadership & Planning Develop and implement a comprehensive IT strategy that supports the university system's long-term objectives, including ongoing digital infrastructure transformation for multiple campuses, cloud computing, and emerging technologies. Collaborate with academic and administrative leaders to integrate IT solutions that advance research, online learning, and administrative processes. Serve as the primary advocate and spokesperson for system-wide technology strategy. Contribute to broader institutional planning, policy development, and decision-making through active participation in leadership councils and special initiatives. IT Operations & Infrastructure Management Oversee the design, deployment, and maintenance of enterprise-wide systems, including networks, databases, learning management systems, student information systems, and high-performance computing for research. Ensure reliable, scalable, and secure IT services that meet the needs of faculty, staff, students, and external stakeholders. Ensure effective governance and alignment of IT priorities with functional business owners. Team Leadership & Development Direct a large, multidisciplinary IT team, including hiring, training, and performance management. Promote a collaborative culture that encourages innovation, professional growth, and a mindset that values different viewpoints. Manage budgets, vendor relationships, and resource allocation to optimize IT investments. Structure and manage IT services for effectiveness, transparency, and accountability. Create an organizational model that flexes to meet individual campus needs while scaling for system-wide demands. Ensure fiscal accountability through sound budget planning, cost-saving initiatives, and capital investment alignment. Collaboration & System-Wide Integration Foster cross-campus collaboration to meet unique campus requirements while promoting shared solutions and reducing redundancies. Lead efforts to standardize IT services, platforms, and procurement across the system, including student, finance, and HR systems. Cultivate professional development and shared governance across IT units and campus leadership. Cybersecurity & Risk Mitigation and Compliance Lead efforts to protect sensitive data, intellectual property, and institutional assets through robust cybersecurity protocols, compliance with regulations (e.g., FERPA, HIPAA, GDPR), and disaster recovery planning. Guide regular risk assessments and implement measures to mitigate threats in a dynamic digital and cost-contained landscape. Oversee development and enforcement of IT and cybersecurity policies, standards, and governance frameworks. Ensure alignment with federal, state, and institutional regulations while promoting ethical use of technology. Stakeholder Engagement & Communication Promote open, effective communication with faculty, staff, students, administrators, and external stakeholders regarding IT policies, services, and strategy. Serve as a key advisor to leadership on technology trends and investments. Build partnerships with academic departments, external vendors, and consortia. Communicate IT and cybersecurity policies, updates, and achievements effectively to diverse audiences. Minimum Acceptable Education & Experience
Bachelor's degree required; master's degree highly preferred in a field related to technology innovation, service delivery, or information management and 1015+ years of progressive leadership experience in information technology within a complex, collaborative, and service-oriented environment, with demonstrated breadth across the IT systems and services portfolio. Proven ability to lead with integrity, adaptability, and sound judgment, bringing energy, tact, conviction, and respect to a mission-driven institution. Demonstrated understanding of governance and decision-making structures in large, decentralized organizations and a track record of fostering alignment and collaboration across varied stakeholder groups. Strategic and visionary thinking, with a record of effectively managing organizational change, implementing innovative technologies, and redesigning business processes to enhance service delivery. Exceptional leadership, interpersonal, organizational, and problem-solving skills, with the ability to build trusted relationships with faculty, staff, students, and senior leaders in a collegial and values-driven environment. Outstanding communication abilities, including experience delivering presentations to senior leadership, governing boards, and campus stakeholders. Preferred Qualifications
Demonstrated success in providing strategic direction and vision for the use of information technologies in support of academic, research, and administrative missions within a large and comprehensive institution of higher education. Proven capability to assess and adapt service delivery methodsincluding internal services, shared services, and outsourced modelsto meet evolving institutional needs. A mindset focused on continuous improvement and innovation in operational effectiveness is essential. A track record of using data to drive decision-making and meet complex reporting requirements in a timely, accurate, and strategic manner. Significant experience with Workday, including system configuration, optimization, and governance and ability to assess current configurations and identify areas for improvement.
