The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services across the Department of Defense, Federal Civilian, and international markets. JOID offers a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capabilities such as development, portfolio and program management, quality management, cost estimation, standardization, reporting, software solutions, information management, and capability management support. We also facilitate an improved capability requirements capture process, including generating, documenting, and tracing user requirements throughout the entire lifecycle from capability definition to realization and usage. We have a near-term need for a Military Partnerships Staff Officer (Partner Capabilities) to provide onsite support in Norfolk, VA.

Responsibilities

The Military Partnership Staff Officer will support the Partnerships IPT/Branch activities, including: Developing and delivering briefings to senior officers and decision-makers regarding Partnerships; Contributing to the development of policies, directives, and process improvements related to Partnerships; Supporting the Head of Partnerships IPT/Branch; Traveling up to 30 days per year to meetings and conferences within and outside NATO. The role involves influencing and collaborating with HQ SACT Capability Development Directorate, Partners, NATO HQ, and other stakeholders to foster mutual cooperation on capability development. Responsibilities include integrating NATO capability development processes into partner activities, supporting emerging capabilities in space and cyberspace, and contributing to NATO policy documents. The officer will also support the development of partner capability requirements, promote innovative solutions, and engage with S&T trends, industry, and academia.

Qualifications

Required: A Master's degree in international relations, security, military studies, foreign policy, public affairs, political science, or a related field; or attendance at a NATO or national military staff college (OF-3 level or higher); Experience in foreign/international security, defense, military affairs, or related fields; At least 4 years of experience with NATO partnerships, security sector reform, defense planning, or military capability development; Experience within NATO Enterprise or other international organizations, or in defense/security roles within national missions or embassies; Active National or NATO Secret Clearance; Ability to work fully onsite as per client needs.
