Soft Tech Consulting, Inc. is seeking a

Sr. Operational Technology (OT) Cybersecurity Engineer/IT Systems Administrator

to support one of our government clients. The Senior OT Cybersecurity Engineer/IT Systems Administrator leads the secure design, implementation, and administration of Operational Technology (OT) and Industrial Control Systems (ICS) across critical infrastructure environments. This role ensures compliance with federal cybersecurity standards (e.g., NIST SP 800-82r3, SP 800-53 Rev 5), oversees lifecycle planning, and provides strategic guidance on system architecture, risk mitigation, and operational resilience. The position supports high-impact systems such as Building Automation Systems (BAS), Fire Alarm Systems, and Hospital Automated Courier Systems (HACS) within a complex, multi-site federal environment.

Responsibilities

Lead the development and enforcement of cybersecurity strategies for OT/ICS environments. Conduct and oversee risk assessments, vulnerability scans, and compliance audits. Develop and maintain ATO documentation and security assurance packages. Serve as subject matter expert (SME) for OT cybersecurity during policy development, procurement, and system design reviews. Administer and secure OT systems, including BAS, HACS, AFEM, and fire alarm networks. Manage Active Directory, virtualized servers, and system configurations across air-gapped and segmented networks (e.g., FACnet). Maintain detailed inventories of hardware, software, and networked OT assets. Coordinate system maintenance, upgrades, and incident response activities. Design secure OT network architectures and system configurations. Review and approve system design standards and construction documentation. Develop automation routines and scripts to support system maintenance and monitoring. Evaluate and integrate new technologies to enhance system performance and security. Lead capital planning efforts, including development of client's Capital Investment Fund (CIF) requests. Scope and manage remediation projects to address cybersecurity vulnerabilities. Collaborate with stakeholders to align OT initiatives with organizational goals and compliance requirements. Develop and deliver training materials, SOPs, and awareness programs for OT system users and administrators. Establish and enforce policies for secure system use, access control, and change management. Represent OT cybersecurity interests in cross-functional teams and interagency coordination. Qualifications

Bachelor's degree in Electrical Engineering, Computer Science, Cybersecurity, or a related field (Master's preferred). Minimum 5-7 years of experience in OT/ICS cybersecurity, IT systems administration, or industrial automation. Proven leadership in managing complex, regulated OT environments. Experience with Siemens Desigo/Insight, Johnson Controls Metasys, Rockwell Automation, and Genetec systems is highly desirable. Preferred Certifications: CISSP, CISA, GICSP, PMP, ITIL, MCSE, CCNA, or equivalent. Deep knowledge of NIST cybersecurity frameworks (SP 800-82, SP 800-53). Expertise in OT protocols (e.g., BACnet, Modbus), network segmentation, and secure architecture design. Strong analytical, communication, and documentation skills. Ability to lead cross-functional teams and interface with federal stakeholders, vendors, and IT partners.
