Summary
The primary duties consist of driving DoD opportunities from capture decision to contract award, managing bid strategies, and overseeing the development of the technical, management, and cost strategies and associated proposal volumes.
Key Responsibilities
Identify the need or benefits of teaming partners and oversee required agreements, develop teaming strategy, negotiate teaming agreements, and foster relationships with federal teammates and government stakeholders. Lead DoD capture efforts: initiate agency/customer contact; identify and analyze qualified opportunities; gather competitive intelligence; and provide gap analysis. Determine the most likely requirements to successfully win an opportunity, including the development and articulation of the solutions required, win strategies, themes, and discriminators. Identify and qualify new business opportunities and lead the capture process, including customer contact, competitive intelligence, gap analysis, and bid team structuring; development of the win strategy; price-to-win and proposal development. Provide Capture Strategy for DoD opportunities by identifying, shaping, and capturing (winning) DoD IT opportunities within an assigned DoD agency. Formulate compliant, responsive, and solution-focused proposals. Develop a strong understanding of both customer issues and CACG capabilities to align services to customer needs and map solutions to customer needs and requirements. Conduct opportunity and information searches for opportunities using tools such as FPDS, GovWin, Customer Forecasts, and other sources of information. Develop strategies and responses to Request for Information (RFI). Prepare and present capability statements and other new business information presentations.
REQUIRED SKILLS:
5+ years of direct IT business development/capture experience focused on DoD. Proven capability to act as a Capture Manager for various pursuits ranging from $5M to $100M or higher. Solid understanding of Shipley proposal methodology. A strong understanding of DOD procurement lifecycle, Requests for Proposals/Information/Quote, Sources Sought, unsolicited proposal responses, and capability statement development. Working knowledge of DOD procurement processes and DOD Federal Acquisition Regulations (DFARs). In-depth knowledge of military/federal acquisition models, practices, and techniques. Proven track record of working in a fast-paced, complex, and deadline-oriented environment. Experience using MS Office tools, SharePoint, and CRM tools; ability to generate reports, presentations, metrics, and other data necessary to support bid decisions.
EDUCATION:
Bachelor's degree in Computer Science, Cybersecurity, Engineering, Business or Project Management, Information Technology Systems, Information Management or related fields of study.
