JOB DESCRIPTION
The Deputy HR Director for Operations is a key member of the HR Management Team and reports to the HR Director. The Deputy Director will support the HR Director and play a critical role in the successful execution of the Human Resources policies, practices and procedures and ensuring agency specific HR Operations functions and systems align with laws, ethical practices, and regulations. RESPONSIBILITIES
This position is responsible for coordination and management of the agency’s Recruitment and Selection, Employee Relations, Performance Management and HR compliance programs and associated policies and processes. This position will partner with the HR Management team to ensure HR policies and procedures are developed, updated, communicated, and implemented timely and in support of the agency’s mission. This position will provide consultation to management and counsel employees for complex and sensitive matters. This position will provide training and perform technical and analytical activities in various human resources areas and ensure services provided meet quality standards and customer service expectations. Additionally, this position will provide leadership to a team of experienced and dedicated HR professionals responsible for delivery of a full range of HR services agency-wide. The position will promote collaboration amongst the team, establish team vision and goals and serve as a mentor to team members to enhance technical and consultative skills. QUALIFICATIONS
Demonstrated knowledge of theories, principles, and practices of HR and state and federal laws governing HR policies and procedures. Demonstrated experience supervising, directing, training and evaluating the work of a diverse team, performing multiple HR functions in a hybrid work environment. Demonstrated and progressive experience in recruitment and selection to include advertising, screening, interviewing, and onboarding. Demonstrated and progressive experience in employee relations including counseling, performance management, progressive discipline, conflict resolution, grievance procedure, EEO, and complaint investigation. Demonstrated experience analyzing and auditing data and reaching conclusions which are logical and legally supportable.
Demonstrated organizational and customer service skills.
Demonstrated ability to communicate effectively verbally, visually and in writing, with all levels of diverse employees and management, through various medium. Experience utilizing human resource management systems (HRIS). Experience in project management to include, strategic planning, productivity analysis, performance measurement, policy development and analysis. Experience in government HR principles, practices, and procedures. Knowledge of classification and compensation practices to include job design, evaluation and analysis. Knowledge of processing employee benefits, to include sick and disability, FMLA and retirement planning. Skilled in critical thinking, complex problem solving, judgment and decision making and follow-through to completion. Ability to establish priorities and meet deadlines with considerable independence.
Additional Considerations: Combination of experience, training and education, with major coursework in Human Resources, Business Administration, Public Administration, Management and Leadership or equivalent. Experience in Virginia State government HR policies, principles, practices, and procedures. Experience with Cardinal and or Oracle systems. SHRM-CP; SHRM-SCP; IPMA-HR; PHR or SPHR Certification.
