Position Summary: Marathon County seeks an experienced and forward-thinking Human Resources Director to lead and strengthen its HR department in support of more than 750 employees across 25 diverse departments. As a key member of the County’s leadership team, the HR Director will shape and deliver comprehensive HR services that enhance employee experience, safety, learning, and performance. This position ensures compliance with all applicable laws and regulations while fostering a culture of professionalism, integrity, accountability, and service consistent with Marathon County’s vision of being the healthiest, safest, and most prosperous county in Wisconsin. Direct and manage Human Resources Department operations, budget, and staff; oversee the full spectrum of HR functions, including recruitment and selection, classification and compensation, benefits administration, leave management, workers’ compensation, performance management, training and development, employee relations, and county-wide safety programs.
Develop and implement HR strategies that align with Marathon County’s long-term goals, service priorities, and fiscal policies.
Serve as a trusted advisor and strategic partner to the County Administrator, department heads, elected officials, and staff by providing guidance on personnel matters, including performance management, disciplinary actions, and policy interpretation.
Develop, implement, and maintain HR policies, the employee handbook, job descriptions, and classification structures to ensure consistency, fairness, and operational efficiency.
Ensure organizational compliance with federal, state, and local employment laws and labor regulations.
Lead collective bargaining and labor relations activities; negotiate, administer, and manage union contracts.
Act as legal custodian of personnel records; oversee the administration of employee files and coordinate responses to public records requests in compliance with applicable laws and timelines.
Develop and monitor HR metrics; prepare and present data-driven insights and reports to the County Administration, department heads, and the County Board and other committees.
Design and implement workforce planning, employee engagement, organizational culture, and retention strategies that support organizational effectiveness.
Model professionalism, confidentiality, and fairness; build trust and credibility across the organization through transparent leadership and a strong commitment to public service.
Qualifications: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a closely related field; Master’s degree preferred.
HR professional certification (e.g., SHRM-CP, SHRM-SCP, SPHR, IPMA-HR) preferred.
Minimum of five years of progressive HR experience, including at least three years of supervisory or leadership responsibilities.
Public sector HR experience, including collective bargaining and labor relations, strongly preferred.
Any combination of education and experience that provides equivalent knowledge, skills, and abilities may qualify an applicant, and be considered in lieu of the more specific criteria listed above.
NECESSARY SPECIAL QUALIFICATIONS: Valid driver’s license with a driving record that meets County standards. Knowledge, Skills, and Abilities: A successful candidate will possess a considerable range of skills, knowledge, and experience, including the following: Proven ability to interpret and ensure compliance with applicable federal, state, and local employment laws, statutes, and public-sector HR practices.
Demonstrated experience in policy development, compensation and classification systems, benefits administration, labor relations, recruitment and retention, training, and performance management.
Experience with collective bargaining and managing unionized workforces.
Excellent communication, interpersonal, and presentation skills with the ability to foster collaboration, build consensus, reinforce shared values, and resolve conflict.
Skill in navigating sensitive and complex personnel matters with diplomacy, fairness, and discretion.
Strong organizational and time management skills with the ability to balance strategic planning with operation problem-solving in a fast-paced environment.
Experience delegating effectively and supporting the development of others to building cohesive high-performing teams with a sense of shared purpose and personal commitment.
Strong critical thinking and problem-solving skills with the ability to make decisions and provide direction in ambiguous or high-pressure situations while remaining positive and solution focused.
Strong understanding of employee benefits programs and strategies, particularly healthcare (e.g., self-funding vs. fully-insured) benefits.
Physical Requirements: Low Physical Requirements - Job involves minimal physical exertion or movement. This job typically requires prolonged sitting, limited walking, or minor lifting. Job tasks may require working with a computer or in an office setting with occasional movement.
