This task order supports NTIA’s Information Technology Division in strengthening its IT infrastructure and operations—ensuring secure, efficient, and compliant IT services that align with mission and federal requirements.
Background
The U.S. Department of Commerce (DOC) plays a critical role in advancing trade, economic growth, innovation, and data-driven decision making. Within DOC, the National Telecommunications and Information Administration (NTIA) serves as the President’s principal advisor on telecommunications and information policy, shaping key initiatives at the intersection of technology, media, and the digital economy.
NTIA’s Office Of Policy Coordination And Management (OPCM) Supports The Agency Through Enterprise IT And CIO Oversight Functions. The Information Technology Division (ITD) Delivers IT Services Across NTIA, Including
- Strategic and operational IT planning
- IT policy, standards, and architecture
- Capital planning and investment control
- Enterprise IT operations and cybersecurity
- Information management and assurance
- Continuity of operations and emergency preparedness
This task order consolidates several previous acquisitions and incorporates new requirements to ensure robust, enterprise-wide IT support for NTIA’s mission.
Responsibilities
- Lead Capital Planning and Investment Control (CPIC) activities to ensure IT investments align with NTIA’s mission, strategic goals, and federal requirements.
- Support the development, review, and maintenance of NTIA’s IT portfolio, including business cases, Exhibit 53/300 reporting, and investment performance tracking.
- Coordinate the preparation, review, and consolidation of client information systems, budgets, acquisitions, and business plans.
- Monitor adherence to budgets and business plans through periodic review of financial reports and capital appropriation requests.
- Provide expertise in business process and system analysis, organizational planning, and IT lifecycle management to identify opportunities for improvement.
- Apply best practices in change management, knowledge management, and technical/functional analysis to support NTIA decision-making.
- Collaborate with stakeholders to develop conceptual business models, assess operational baselines, and recommend strategies for addressing IT needs.
- Identify and address IT gaps, risks, and deficiencies impacting organizational effectiveness.
- Contribute to enterprise IT planning efforts, including continuity of operations, cybersecurity, and compliance with federal standards.
- Provide assistance for proposing, implementing, and enforcing policies, standards, and methodologies.
- Offer advisory support on Agile adoption, configuration management, and application lifecycle management tools.
- Prepare and deliver briefings and reports to senior leadership and stakeholders.
- Active Secret security clearance.
- Minimum 8+ years of experience in IT portfolio management, capital planning, or related IT management functions.
- Demonstrated expertise in federal Capital Planning and Investment Control (CPIC) processes.
- Strong knowledge of OMB Circular A-11, Technology Business Management (TBM), and federal IT reporting requirements.
- Proven ability to translate organizational needs into actionable IT investment strategies.
- Experience in business process analysis, strategic planning, and enterprise IT management.
- Familiarity with Agile practices, project/portfolio management tools, and IT lifecycle management.
- Excellent written and verbal communication skills, with the ability to engage effectively with senior leadership and stakeholders.
- Relevant industry certifications (e.g., PMP, ITIL, Lean Six Sigma) preferred.
Master's degree in Information Technology, Business Administration, Public Policy, or related field.
Certification(s)
- Capital Planning and Investment Control (CPIC) certification
- Additional relevant certifications such as PMP, ITIL, or Agile/Scrum are strongly preferred.
- Primary work location: U.S. Department of Commerce-HCHB, Washington, D.C.
- Telework may be permitted with prior government approval, but on-site presence is expected 5 days a week otherwise.
- Standard 8-hour workday, scheduled within the hours of 6:00 AM – 6:00 PM EST.
- Core hours are 9:00 AM – 3:00 PM EST, during which all personnel must be present.
- Flexible scheduling outside core hours is permitted with supervisor approval, provided the 8-hour day requirement is met.
- Occasional off-hours or on-call support may be required for maintenance, incident management, or urgent government priorities.
- Federal holidays observed.
