Position:
IT Developer - AcqDemo PMO
Purpose
Drive the modernization, reliability, and scalability of enterprise Excel-based compensation tools that support DoD organizations. This role converts legacy VBA solutions into secure, non-VBA macro reliant workbooks; integrates data flows with web platforms (e.g., CAS2Net or similar); leads testing and quality assurance; and equips non-technical stakeholders with clear documentation, training, and responsive support-ensuring smooth, accurate operations across annual pay-cycle timelines.
Key Responsibilities Excel Solution Design & Maintenance: Build, modernize, and sustain enterprise-grade, non-VBA reliant Excel tools using dynamic arrays, advanced formulas, Power Query, pivot models, and robust validation/controls. Data Integration: Define and manage import/export processes between Excel tools and web systems; collaborate with external dev teams to align formats, interfaces, and data requirements. Testing & QA: Design parallel/validation tests to ensure parity with legacy outputs; document test results; track and resolve defects; maintain release notes and version control. User Enablement: Translate complex logic into accessible guidance; develop user manuals, SOPs, and quick-reference guides; deliver onboarding and training sessions. Stakeholder Engagement: Gather feedback through surveys and support channels; analyze findings to prioritize enhancements and improve usability. Operational Support: Serve as the primary technical point of contact for spreadsheet issues; triage incidents, fix bugs, manage configurations, and ensure consistent performance at scale. Planning & Delivery: Independently plan work across multiple timelines, aligning releases with compensation cycles and organizational priorities while upholding data security and compliance. Required
Bachelor degree in Business Information Technology, Information Systems, Computer Science, Data Analytics, or related field (or equivalent experience). 3+ years building/supporting enterprise or government Excel-based tools. Advanced Microsoft Excel skills: dynamic arrays, named ranges, Power Query, PowerPivot, pivot tables/charts, data validation, and conditional formatting. Hands-on experience using Power Query for data shaping, merges, refresh workflows, and connectivity to multiple sources. Proven ability to replicate VBA logic using native Excel features (no-code/low-code approach). Experience designing structured test cases/parallel runs, documenting results, and managing defect resolution. Working knowledge of data interoperability between Excel and web systems (file formats, schema mapping, secure transfer). Strong technical writing for user documentation, testing logs, and implementation guides. Excellent communication with technical and non-technical audiences; critical thinking, ownership, attention to detail, and the ability to manage multiple projects in dynamic environments. Preferred
Familiarity with CAS2Net or similar DoD compensation/HR systems and the AcqDemo environment. Python, SQL, and other query or programming languages (preferred) for prototyping, data validation, or utility scripts. Experience in Agile/iterative collaboration (sprints, backlogs, user stories). Understanding of government data security practices (e.g., handling PII, role-based access, auditability). Background supporting change management, stakeholder buy-in, and training at scale.
