The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. With an operating budget of approximately $119 million annually and 112 employees, the department administers multiple local, state, and federal funds. Position Duties
The Housing Department is currently seeking to fill one full-time Division Manager vacancy in the Housing Production and Preservation Division (Residential Development Division).
Salary range for this classification is $142,622.48 - $225,758.26 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
This Division Manager role reports directly to the Deputy Director of the Housing Department and oversees the activities and programs of the Multi-Family Housing Production, Preservation, Loan Administration and Inclusionary Housing Ordinance Divisions as well as the Multi-Family and Single-Family Asset Management Portfolio Division. The selected candidate is responsible for managing an entire Division or for a function(s) which may be of exceptionally high significance and complexity. Responsible for supervising around 28 full-time staff and managing a program budget. All other positions in the Division are supervised directly or indirectly by this position, and each is delegated part of the total functions for which this position is available. Expertise with affordable and market rate multifamily and single-family housing development, financing and asset management is required. The ideal candidate will have knowledge of planning, financing, lending, development, multifamily affordable and market-rate housing loan and program administration, as well as knowledge of inclusionary housing ordinance. The candidate needs specialized knowledge of the requirements and restrictions with programs providing funding for affordable housing projects through the use of tax credits, California tax allocation bond revenue and the various Federal funding sources as well as City’s special incentive programs for market rate developments.
Duties include developing and implementing goals, objectives and guidelines; participating in and advising on the development of department policy; preparing and implementing division work plans and operating budgets; negotiating contracts; supervising program managers and completing performance evaluations; reviewing and approving work products and analyses prepared by division staff; providing advice and consultation to program managers, supervisors and staff; presenting reports and information to City Council Committees and the Housing and Committee Development Commission; ensuring compliance with Federal and State laws, rules and regulations and local codes and standards; and representing the Housing Department in meetings with community, business and industry groups, professional organizations and governmental agencies.
Key duties and responsibilities for this position include but not limited to:
Directs short-range and long-range housing program planning for all Housing Department programs, including the state and federal funding plans.
Directs requests for proposals from developers seeking to obtain City funds for land and affordable housing development.
Provides staff support services to Citizen Advisory Bodies regarding housing policy matters and departmental procedures.
Develops and revises departmental procedures in coordination with other divisions/departments with regard to solicitation of proposals for departmental funding and land offerings; analyses of loan applications; loan documentations; loan servicing and mortgage lender risk management, including development of monitoring procedures.
Directs departmental program evaluations and the development of program changes.
Monitors compliance of developers with provisions of tax-exempt bonds, low-income housing tax credits, and non-fiscal provisions of developer agreements.
Supervises proposals for obtaining housing funds from Federal, State and private organizations.
Reviews proposed Federal and State legislations affecting housing issues and programs in San Jose.
Develops and maintains liaison with Federal, State and other local agencies, for profit or non-profit corporations, private foundations, housing industry and professional groups in order to achieve greater City effectiveness and recognition in housing.
Supervises professional staff to include- prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.
Oversees administration of the City's $750 million loan portfolio to provide loan servicing and ensure compliance with Federal, State and City’s regulations and requirements.
Review asset management approvals of development transfers, replacement reserve disbursements, capital and operating budgets, and properties’ compliance status.
Ability to administer the requirement of inclusionary and Housing Impact fee programs and negotiate/work with both market rate and affordable housing developers, land-use consultants, and a variety of stakeholders.
Monitor and track development pipeline from entitlement phase to project completion and occupancy.
Supervising public notices, inducements, public hearings, CDLAC application submissions, in collaboration with the City's Finance Department, City Attorney's Office, external financial advisors, and internal staff.
Working with community stakeholders, working groups and committees including resolving complicated community conflicts and concerns.
Facilitate partnerships with community stakeholders and affordable housing developers.
Minimum Qualifications
Education:
A Bachelor’s Degree from an accredited college or university in a relevant field such as Finance, Business Administration, Economics, urban planning, political science, or a related field.
Experience:
Six (6) years of progressively responsible experience in senior level administrative, production, policy and analytic work in a public or private agency, including three years of supervisory experience.
Experience managing a work unit equivalent to a major division within a City is highly desirable.
Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

Technical and Professional Expertise – Candidates with eight (8) years of progressively responsible experience in affordable and market-rate housing production, financing, and asset management, including at least six (6) years in a senior management capacity overseeing multi-disciplinary teams is highly desirable for this position
Direct experience managing a housing loan portfolio, including structuring, servicing, and risk management of multifamily and single-family housing developments.
Substantial experience of at least 5 years overseeing program and portfolio compliance with Federal, State, and local housing regulations, including monitoring, reporting, and corrective action implementation.
Proven track record of successfully closing at least 5 large-scale affordable or mixed-income housing developments (40+ units each), including negotiation of development agreements, underwriting, and long-term compliance.
Demonstrated expertise in real estate finance, including loan underwriting, capital stack structuring, and escrow/title processes, with at least 5 years of direct responsibility for financial modeling and risk assessment.
Leadership and Supervision
Minimum of 6 years of supervisory experience, including management of teams with 20 or more professional staff.
Demonstrated success in leading interdepartmental initiatives, cross-jurisdictional collaborations, or partnerships with community-based organizations to deliver housing outcomes.
Policy and Strategic Experience
At least 5 years of experience developing or implementing housing policies, ordinances, or inclusionary housing programs in collaboration with elected officials or public commissions.
Strong track record of presenting complex housing and financial information to governing bodies (e.g., City Council, commissions, or boards).
Community and Stakeholder Engagement
Demonstrated ability to lead public engagement processes or stakeholder negotiations that balanced competing political or community interests, with documented successful outcomes.
