The Department is currently recruiting for two Division Managers for the Code Enforcement Division. This recruitment may be used to fill multiple positions in this, or other divisions or departments. Responsibilities
Lead, supervise, and mentor a team of code enforcement officers, supervisors, and administrative staff.
Ensure that all field operations are conducted efficiently and effectively and all inspections and enforcement actions are carried out in accordance with City codes and regulations.
Plan, implement and evaluate Department and Division programs.
Develop, implement and monitor policies, procedures, strategic initiatives, goals, objectives and guidelines.
Direct all aspects of field enforcement, investigations, and complaint resolution regarding building, zoning, property maintenance, health, and safety codes to ensure compliance with federal and state laws, rules and regulations and local codes and standards.
Coordinate with other city departments, legal staff, elected officials, and the community to address code compliance and quality-of-life issues.
Authorize expenditures; directing allocation of grant funds, negotiating contracts, administering agreements.
Supervise program managers and staff including hiring and selection; establishing performance measures and tracking; developing training programs; reviewing and approving work products prepared by Division staff.
Prepare and presenting reports to the City Council, boards and commissions.
Handle escalated, sensitive, or high-profile cases and represent the Department at meetings and community events.
Minimum Qualifications
Education:
Bachelor’s Degree from an accredited college or university in a closely related field.
Experience:
Six (6) years of progressively responsible experience directly related to code enforcement or a field involving regulatory compliance, including three (3) years of supervisory experience.
Licenses or Certificates:
Valid CA Driver’s License
Employment Eligibility:
Federal law requires proof of eligibility to work in the country. The City will NOT sponsor visa applications for H1-B or any other type of visa requiring employer sponsorship.
Preferred/Other Qualifications
Strong knowledge of planning principles, building codes, and/or regulatory requirements.
Excellent communication and interpersonal skills; ability to interact with a wide range of stakeholders including City Attorney’s Office, Police Department, Housing Department, and community members.
Ability to lead organizational change, develop policies, and manage complex budgets and programs.
Job Details Division Manager positions perform work of considerable difficulty, supervising Code Enforcement Supervisors and staff responsible for enforcing City codes and ordinances related to zoning, housing, blight, and related health and safety areas. Two divisions exist: Field Operations (Multiple Housing Program and CDBG) and Special Operations (General Code Program and related Special Programs).
The salary range for Division Manager is
$142,622.48 - $225,758.26 , including an approximate five percent ongoing non-pensionable compensation. Actual salary will be determined by final candidate qualifications and experience.
