The Data Analyst performs analysis and synthesis of data and information, uses accepted statistical methods to forecast future needs and costs, uses appropriate coding language and practices for developing web applications and automations, and communicates in writing and orally.

The position reports to the Data Analysis and Reporting Team Manager and works under general supervision, with moderate latitude for the use of initiative and independent judgement. Essential Responsibilities

This work is primarily related to the state of Texas criminal justice system and/or health and human service populations. Collect, organize, and assess data for accuracy. Use statistical methods and software to analyze data sets and project program participation and costs. Present and explain findings and recommendations to LBB management, legislative committees, and others. Coordinate and collaborate with other LBB analysts on budget, performance, and revenue issues, as appropriate. Inform LBB management of significant policy/budget issues and provide concise explanations and options for resolution. Conduct quality assurance procedures to generate accurate and complete work products. Prepare written reports that present and interpret data, identify alternatives, and make and justify recommendations. Evaluate the implications of proposed or adopted federal and/or state legislation, rules, or regulations and make applicable recommendations. Prepare fiscal and population impact estimates of recommendations and legislation. Consult with LBB management to initiate studies, identify priorities, and define study scope, methodology, purpose, objectives, time frames, and resource requirements. Research, evaluate, and refine projection methodologies. Consult and communicate with external groups. Contribute to agency projects and perform related work as assigned. Use business tools successfully (i.e. Microsoft Office Suite, customized applications, desktop pc, laptop/tablet, and smart phone). Use analytic software (i.e. Python, R, etc.) and relational databases to analyze data sets. Analyze, synthesize, and summarize quantitative and qualitative information. Identify alternatives and make recommendations supported with empirical evidence. Maintain confidential and sensitive information. Follow agency protocols. Understand legislative/budget processes and budget, performance, and operations of assigned agency/topic. Willing and able to travel up to 25%. Work at a computer and desk for extended periods of time. Attributes Required of Every LBB Employee

Graduation with a baccalaureate degree from a regionally accredited college or university is required. Course-work or degree in public policy or administration, program evaluation, quantitative research, qualitative research, educational measurement/research, financial affairs, math, statistics, legal research, or a related field is preferred. Two years of progressively responsible full-time work experience in data collection, analysis, and error resolution is preferred. Supplemental Information
