General Description GENERAL DESCRIPTION:
Performs highly advanced and or supervisory (senior level) grant development, coordination, contract oversight and administration work. Work involves overseeing the preparation, coordination, evaluation, budget, accounting, and reporting of grants; monitoring grant awards; and serving as a liaison between funding sources and the state and federal government. Performs moderately complex budget preparation and analysis work. Works under limited direction, with extensive latitude for the use of initiative and independent judgement.
Essential Job Functions ESSENTIAL JOB FUNCTIONS (EJFs):
(70%) Grant research, application, management, and reporting:
Coordinates, researches, and identifies sources of external funds and the creation of proposals to secure funds for new grant opportunities and grant renewal opportunities.
Develops letters of intent and grant applications.
Oversees and/or leads cross-functional work groups composed of internal and external stakeholders to develop program objectives, work plans, budgets, and other related financial details of grant applications.
Oversees and evaluates workplans and timelines to ensure submission of federal grant applications and program reports are done in a timely manner.
Maintains grant information and reporting in the System for Award Management (SAM), Schedule of Expenditures of Federal Awards (SEFA), State Pass-Through Records (SPTR), JustGrants, and Grants.gov web applications.
Serves as liaison between the Texas Alcoholic Beverage Commission, the State of Texas, and grant funding sources by attending meetings, responding to information requests, and resolving issues.
Provides guidance and oversight to agency staff regarding grant administration, policies, and procedures and resolves related issues and concerns.
Trains other employees or external stakeholders related to grant requirements and expectations.
Holds project planning meetings for the division to ensure that all grant projects are on task and management is aware of any issues related to deadlines, goals and objectives or funding concerns.
Assists legal with contract shell requirements to meet the needs of the grants.
Monitors budgets of grants to ensure that funding is spent in accordance with the needs of the agency and the state and federal restrictions of grant funds. Reviews and monitors project cost and works with management to approve budget justifications and budget revisions for awarded grants.
Coordinates the implementation, management, evaluation and close-out of grants according to rules and regulations.
Prepares periodic analyses of fund balances and expenditures; and prepares technical reports on estimates, cost data, and budget items.
Maintains systems and controls necessary to provide accurate accounts of expenditures and budget balances for agency programs.
May supervise the work of others. (30%) Agency budget maintenance:
Coordinates budgeting procedures, preparation, and reporting.
Examines operating budgets to determine whether funds have been appropriately allocated.
Provides advice and assistance on financial planning and management, ways to better utilize funds and staff, improvement in management accountability, and efficient means to reach
program objectives.
Prepares legislative appropriations requests, fiscal notes, analyses of legislation, requests for federal funding, and agency budget instructions.
Prepares budgets to provide management with expenditure data, trends, and recommendations.
Prepares operating budgets.
Reviews financial and operating budget reports for accuracy and identifies areas in which more appropriate use of funds can be made.
Studies and develops budget formulas for appropriations requests.
Assists in the analysis of expenditure patterns and cost drivers, and in making recommendations on the use of funds.

Regular (Non-Commissioned) Employees Health Insurance
Employees are provided comprehensive health coverage which includes prescription drug and vision benefits. Full time (30 hours or more a week) employees: the State pays 100% of the employee's premium and 50% of the dependent's premium. Part time employees: the State pays 50% of the employee's premium and 25% of the dependent's premium. Retirement When an employee qualifies, there is security in receiving monthly annuities upon retirement from State employment. Payments are based upon average salary, service credit and retirement date.
