Duties

As an ACCOUNT EXECUTIVE, you will: Understand and evaluate new developments in the market place that could have a potential impact on the business and search for opportunities to enhance HUD’s business practices to adapt to market changes. Ensure that all policies and procedures are properly observed, all transactions are conducted with authorized personnel, all records and contracts are complete and up to date, and all customer position limits/risk tolerances are observed. Review loan covenants such as Loan to Value Ratio (LTV), Debt Service Coverage Ratio (DSCR) and Interest Service Coverage Ratio (ISCR) to determine that the risk attached to the mortgage loan does not unexpectedly deteriorate prior to maturity. Serve as a point of contact for projects assigned with sponsor customer, owner/management agent, Federal, State and local governmental agencies, congressional interests, other external organizations and higher authorities. Responsible for keeping the stakeholders fully informed of project progress, issues and their resolution, and any impacts on costs.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

Qualifications

You must meet the following requirements by the closing date of this announcement. To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. This experience is defined as: Experience working in assisted or conventional multifamily housing, interpreting and applying the statutes, regulations, and procedures governing multifamily housing, developing and implementing solutions to facilitate maintaining the stock of affordable housing;

AND Experience in affordable housing programs, such as federal housing mortgage insurance programs, federal housing assistance programs, or state or local affordable housing programs. To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level. This experience is defined as: Experience working in assisted or conventional multifamily housing, interpreting and applying the statutes, regulations, and procedures governing multifamily housing;

AND Experience in affordable housing programs, such as federal housing mortgage insurance programs, federal housing assistance programs, or state or local affordable housing programs. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. To be qualified for this position at the GS-09 level, you must have specialized experience equivalent to the GS-07 level. This experience is defined as: Experience working in assisted or conventional multifamily housing, interpreting and applying the statutes, regulations, and procedures governing multifamily housing; OR Supporting the servicing of housing programs, such as federal housing mortgage insurance programs, federal housing assistance programs, or state or local affordable housing programs. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. Experience may have been gained in either the public, private sector or

volunteer service.
