This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (EOCP), Office of the General Counsel (OGC). The purpose of the position is to work on cases or legal issues of extremely complex and difficult legal or factual issues requiring a high degree of legal endeavor, often balancing conflicting interests, or matters that can significantly broaden or restrict MPDs activities. The Incumbent Will Be Responsible For: Serving as an attorney in the Office of the General Counsel handling moderate to complex legal matters, reviewing legal documents, case law, and providing legal opinions. Examining and analyzing legal documents for sufficiency and providing opinions. Preparing memoranda on legal and labor questions. Providing legal analysis of grievances, adverse action appeals, and allegations of unfair labor practices. Advising Department officials on federal, state, and local laws, and labor issues. Reviewing policies, practices, and procedures for legal compliance. Confer with the Office of the Attorney General and other stakeholders on legal matters. Representing the Agency in proceedings, mediations, and hearings, including witness interviews and legal strategy. Responding to subpoenas, court orders, and civil discovery, and advising staff accordingly. Participating in hearings before legislative bodies. Assisting in court litigation and case management. Staying updated on legal changes and recommending actions. Compiling reports on legal matters. Performing other duties as assigned. Qualifications: Knowledge of legal research strategies, statutes, regulations, and case law. In-depth knowledge of civil, criminal, and administrative law. Skills in interpreting laws and resolving legal issues. Effective communication skills, both oral and written. Licensures and Education: Active member of the District of Columbia Bar or eligible for admission within 360 days. J.D. from an ABA-accredited law school. Work Experience: At least two years of professional legal experience post-law school. Experience negotiating legal or labor issues, litigating, or advising on administrative proceedings. The work environment is an office setting. This position is not unionized. It is security-sensitive, requiring background checks and a valid drivers license.
