Position Title: Capture & Business Development Lead

Position Summary:
The Capture & BD Lead will play a critical role in expanding Orans footprint within the Department of Homeland Security (DHS). This role requires a senior professional with insider DHS knowledge, strong customer relationships, and proven capture/business development expertise. The selected individual will be responsible for the following core objectives: 1. Agency Pain Points & Capability Alignment
Conduct a structured analysis of DHSs data management challenges , including: Data integration & interoperability
Cybersecurity & information assurance
Analytics, reporting, & decision support
Data governance & compliance
Map Orans proven past performance (e.g., EDM, DCMA IWMS, FAA EIM ) against DHS mission challenges.
Develop a DHS-tailored capability brief that positions Oran as a trusted partner for DHS enterprise IT and data management missions.
Train Orans BD team on DHS culture, mission priorities, procurement preferences, and insider insights that can be leveraged in proposals and capture activities.
2. Relationships & Customer Engagement
Identify and document 710 key DHS contacts (program managers, CORs, division chiefs, technical leads) across target components such as CBP, ICE, TSA, and CISA .
Re-engage former DHS colleagues and initiate introductory meetings with at least 57 stakeholders to re-establish credibility and introduce Orans capabilities.
Build trusted relationships that can open doors, provide mission context, and support long-term positioning.
3. Pipeline Development & Opportunity Shaping
Deliver a 1218 month DHS-specific opportunity pipeline focused on: Data management and governance
Application modernization
Enterprise IT services
GIS and geospatial solutions
Identify 35 priority pursuits where Oran can realistically compete and begin shaping those opportunities before RFP release .
Provide ongoing capture strategy guidance, including customer insights, win themes, and competitive positioning .
4. Competitive Landscape & Strategic Partnerships
Conduct an assessment of DHSs current vendor landscape in data management, enterprise IT, and related services.
Identify 23 strategic teaming partners (primes or niche subs) where Oran could play a competitive role.
Facilitate introductions and support the development of partnership strategies that strengthen Orans competitive posture.

This role will directly support Orans growth strategy by combining insider DHS knowledge with structured capture management, strategic relationship-building, and targeted pipeline development.
