Arcticom, LLC, a company within the BSNC family, is currently seeking a qualified Senior Systems Analyst to provide advanced technical and functional administration support for the Enterprise Contract Writing Module (ECWM) within the Defense Health Agency (DHA).. This role involves system configuration, user support, training, report development, data migration, and troubleshooting to ensure optimal utilization of ECWM in alignment with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements. The Senior Systems Analyst serves as a subject matter expert (SME) and collaborates with DHA representatives to enhance business processes and system functionality. This position should be noted as contingent upon award. Summary

The Senior Systems Analyst serves as a subject matter expert (SME) and collaborates with DHA representatives to enhance business processes and system functionality. This position should be noted as contingent upon award.

Wage/Salary Range:

$135,000 $155,000

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

System Administration and Operations: Configure and maintain ECWM software, ensuring seamless system operations, including data exchanges with Electronic Document Access (EDA) and Federal Procurement Data System-Next Generation (FPDS-NG). Report Development: Design and maintain reports, such as Office Workload Reports and Completed Actions Reports, to support management decision-making by analyzing historical data and identifying trends. User Support and Documentation: Provide consulting services and SME support to address functional and technical user inquiries. Develop and update Standard Operating Procedures (SOPs) and contribute to the Continuous Training Plan. Organizational Meeting Support: Participate in working groups as an SME, prepare presentation materials, and document meeting outcomes, including issues, conclusions, and action items. Training Support: Deliver on-the-job and online training for contract specialists, develop Job Aids and Quick Reference Guides for complex procedures, and ensure training aligns with ECWM SOPs. Data Migration: Support manual and system-to-system data migrations from external offices to ECWM, ensuring accuracy and compliance. Troubleshooting and Problem Resolution: Identify, troubleshoot, and resolve technical and functional issues to maintain system performance, with no more than two validated customer complaints per month. End-of-Year Surge Support: Provide additional support during the September surge period, up to 100 hours, to meet fiscal year-end requirements. USUHS Support: Assist with ECWM functional administration for the Uniformed Services University of the Health Sciences (USUHS). Compliance: Adhere to DHA cybersecurity requirements, including DoD 8570.01-M certifications, and protect Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and Protected Health Information (PHI). Maintain no more than two validated customer complaints per month for system administration, data exchange, and report development tasks Ensure training sessions result in no more than one validated customer complaint per session

Required (Minimum Necessary) Qualifications

Bachelors Degree Minimum of ten (10) years experience as systems analyst providing technical and functional administration support for ECWM, Contracting Information Technology (CON-IT), or Procurement Desktop Defense (PD2). Must be able to obtain and maintain DoD-approved Information Assurance (IA) certifications per DoD 8570.01-M for IA technical positions. Must pass the mandatory background investigation and the security awareness training and comply with DHA Personnel Security Office guidelines.

Knowledge, Skills, Abilities, And Other Characteristics

Proficient in ECWM and its functionalities and interfaces. Expertise in FAR and DFARS clause logic. Strong analytical and problem-solving skills for troubleshooting and process optimization. Excellent communication skills for training, user support, and meeting facilitation. Ability to develop reports and documentation using corporate best practices.

Essential and marginal functions may require availability of excess/overtime hours as required by the customer during surge periods, maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.

This position is not subject to federal requirements regarding Department of Transportation safety-sensitive functions.

WORK ENVIRONMENT

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

Additional Qualifying Factors

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
