SUMMARY Arcticom, LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Junior Acquisition Analyst / Functional System Administrator (FSA) to provide advanced technical and functional administration support for the Enterprise Contract Writing Module (ECWM) within the Defense Health Agency (DHA) Acquisition System Branch – Procurement Operation Division (POD), and Defense Health Agency Contracting Activity (DHACA). Wage/Salary Range: $125,000 - $140,000 ESSENTIAL DUTIES & RESPONSIBILITIES The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. System Administration and Operations: Configure and update software and system settings to support specific contracting plans, policies, and workflows. Perform upgrades, implement security patches, and perform system monitoring. oData and reporting: Assist with collecting and processing data related to contracts. Develop reports for management, such as web usage and system-related metrics. User Support and Documentation: Provide consulting services and SME support to address functional and technical user inquiries. Develop and update Standard Operating Procedures (SOPs) and contribute to the Continuous Training Plan. Organizational Meeting Support: Participate in working groups as an SME, prepare presentation materials, and document meeting outcomes, including issues, conclusions, and action items. Training Support: Deliver on-the-job and online training for contract specialists, develop Job Aids and Quick Reference Guides for complex procedures, and ensure training aligns with ECWM SOPs. Data Migration: Support manual and system-to-system data migrations from external offices to ECWM, ensuring accuracy and compliance. Troubleshooting and Problem Resolution: Serve as the primary point of contact for end-users encountering technical issues with contracting systems. Troubleshoot and resolve problems to minimize downtime and maintain operational efficiency. End-of-Year Surge Support: Provide additional support during the September surge period, up to 100 hours, to meet fiscal year-end requirements. USUHS Support: Assist with ECWM functional administration for the Uniformed Services University of the Health Sciences (USUHS). Compliance: Adhere to DHA cybersecurity requirements, including DoD 8570.01-M certifications, and protect Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and Protected Health Information (PHI). Implement security best practices and ensure compliance with federal cybersecurity standards, including the Defense Federal Acquisition Regulation Supplement (DFARS). Maintain no more than two validated customer complaints per month for system administration, data exchange, and report development tasks. Ensure training sessions result in no more than one validated customer complaint per session QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. Required (Minimum Necessary) Qualifications oBachelor’s degree in business, management, acquisition, accounting, business/administration, finance, or related field. oMinimum of four (4) years’ experience as systems analyst providing technical and functional administration support for DHA, Contracting Information Technology (CON-IT), or Procurement Desktop Defense (PD2). oExpert understanding of government contracting and acquisition processes, including the Federal Acquisition Regulation (FAR) and DFARS. oMust be able to obtain and maintain DoD-approved Information Assurance (IA) certifications per DoD 8570.01-M for IA technical positions. oMust pass the mandatory background investigation and the security awareness training and comply with DHA Personnel Security Office guidelines. Knowledge, Skills, Abilities, and Other Characteristics oStrong analytical and problem-solving skills for troubleshooting and process optimization. oExcellent communication skills for training, user support, and meeting facilitation. oAbility to develop reports and documentation using organizational best practices. oAbility to adapt to a rapidly changing environment and the ability to manage multiple projects. WORK ENVIRONMENT Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required. SUPERVISORY RESPONSIBILITIES oNo supervisory responsibilities. ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
