As the Director of Language and Disability Justice, you will direct the work of the teams that manage:
Language testing and certification for DSHS bilingual employees, interpreters, and translators. The Language Access Provider Collective Bargaining Agreement (CBA). Language services contracts and procurement. Language, disability, and digital justice legislation and policy development to ensure the Agency fulfills its legal obligations and meets the needs of those we serve.
Through internal and external partnerships, you will also lead the update and coordinated implementation of the DSHS Americans with Disabilities Act (ADA) Plan and Language Access Plan across the agency.
You will utilize your legal knowledge and skills to research and analyze applications of laws, regulations, policies, and procedures to identify agency compliance issues and legal risk. You will be entrusted to develop recommendations for action by executive leadership and provide expert legal guidance and consultation to bring the agency up to compliance and reduce the risk of lawsuits, administrative hearings, labor grievances, and federal investigations. Your legal expertise will support agency improvements to service delivery, capacity building, and enforcement of applicable nondiscrimination legal and policy protections.
Some Of Your Major Responsibilities
Impact Accountability: Develop strategic frameworks that include agency-wide language, disability, and digital justice objectives and measures to assess, monitor, and report impact data. Legal Consultation: Advise and directly supervise staff responsible for managing language testing and certification; language access provider labor negotiations; resolving labor grievances; and liaising with labor groups and legislative staff in accordance with applicable laws, regulations, Washington Administrative Codes (WACs), collective bargaining agreements, and policies. Provide expert legal analysis and develop recommendations for legislation, policies, procedures, and executive leadership action. ADA Title II: Designated Coordinator responsible for ensuring agency compliance with Title II of the Americans with Disabilities Act and implementing regulations. Legal Research and Writing: Lead agency rulemaking, legislation, and ADA Plan, Language Access Plan, and Digital Access & Accessibility Plan development. Communication & Statewide Partnerships:Represent the agency in stakeholder consultations related to language, disability, and digital access, accessibility, equity, and justice. Convene work groups and meetings with partners, stakeholders, and other entities to discuss impact data updates. Analysis & Testimony: Develop proposals and provide testimony during arbitration, hearings, and court proceedings related to language, disability, and digital access, accessibility, equity, and justice. Leadership & Collaboration: Support Senior Directors, collaborate on long-term vision and strategy, and lead strategic planning processes.
We’re looking for an applicant with outstanding leadership and management abilities who is experienced in overseeing statewide programs and projects. The applicant should demonstrate a proven track record of effectively managing a high volume of tasks amidst competing priorities and strong communication skills to engage with colleagues and community members.
Required Education And Experience
Juris Doctor Five years’ experience in public service environments, nonprofit service organizations, accredited universities, or government agencies. Experience must include a minimum of fiveyears professional knowledge and experience related to resolving client ADA complaints and accommodation requests, and advancing language, disability, and digital access, accessibility, equity, and justice through legislation, rulemaking, policy, strategic planning, advocacy, and partnerships. Experience advising and providing expert legal guidance on civil rights legal protections, and social and health services procedural and systems improvement, development, and implementation in large complex government agencies, nonprofits, or accredited universities.
Additional qualifying experience may substitute for education on a year-for-year basis.
Must hold a certification as a Certified Diversity Executive or be able to acquire comparable credentials within six months of employment.
Required Skills, Knowledge, And Experience
Building justice and civil rights programs, especially those related to nondiscrimination and language, disability, and digital access and accessibility. Strong legal research and data analysis skills, contributing important insights on issues of law, policy, and program development. Identifying and eliminating barriers to equal opportunity to receive social and health services. High degree of skill in communicating orally and in writing with or without the use of auxiliary aids or services.
Collaborating effectively with professional staff, managers, community stakeholders, legislators, other divisions, administrations, and business partners.
Analyzing legislation and formulating responses at both policy and operational levels. Designing, communicating, and implementing strategic, long-term strategic plans, objectives, and impact measures. Independently interpreting laws, regulations, and policies, making critical and timely decisions, implementing strategies, and adapting as necessary. Judgment in applying civil rights principles to identify and/or solve problems. Proficiency in Microsoft Office tools and demonstrated ability to conduct and interpret legal research effectively.
