Department of Social and Health Services (DSHS) Finance, Technology, & Analytics Administration (FTAA) is looking for an Expert Data Architect to join the Division of Information Technology (DIT) Enterprise Architecture team. In this capacity, you will lead the transition from a federated model comprising disparate solutions to a more scalable, enterprise-level approach and design, ensuring that the agency’s data systems evolve in accordance with emerging technologies. You will oversee the auditing, design, and implementation of data strategies that align with the agency’s long-term vision, enabling the delivery of impactful services. You will architect data systems independently, mitigate associated risks, facilitate communication and collaboration with cross-departmental teams to comprehend business requirements, and identify and develop solutions to support these needs. You will formulate strategic and tactical plans, analyze the interplay of people, processes, and technology to generate dynamic outcomes, and formulate cost-effective, data-driven solutions to foster digital innovation across the agency. This is a high-visibility opportunity to shape our data platforms and collaborate with a dynamic team delivering data-based business capabilities and services. A solid foundation in big data concepts like data ontologies, ETL processes, visualization tools, and data governance will be crucial. This role offers flexible hybrid remote work anywhere in Washington state, with occasional travel based on business needs; the official duty station is Olympia, WA. Responsibilities
Develop Key Relationships: Build a rapport with cross-departmental IT teams, business stakeholders, and leadership across the organization. Understand the Agency’s Data: Audit, evaluate, and dive into the agency’s current data landscape, including data quality, integrity, storage, accessibility, and technical debt. Plan and Roadmap: Create a robust strategic roadmap for the agency’s future data architecture, new technologies, and scaling requirements identifying both immediate and long-term needs. Build, lead, direct, and execute an Enterprise Data Architecture framework. Analyze current data requirements, challenges, and plan for future requirements. Develop, install, and implement enterprise-driven, cross-departmental databases and data warehouses. Identify and eliminate gaps in data architecture management practices. Perform architectural work for the data domain at the Enterprise level. Innovate solutions to replace outdated tools and consider the best storage options. Conduct gap analysis to ensure infrastructure can support future needs. Champion innovative data architecture practices to improve enterprise data management, prepare for evolving data standards and architectures, keeping ahead of emerging trends. Lead agency-wide steering committees for effective data architecture initiatives. Create evaluation criteria for current technology needs and plan for future scalability. Lead strategic and tactical enterprise data design meetings. Contribute to executive and senior-level discussions for critical decision-making. Establish guiding principles, models, standards, and other Enterprise Architecture artifacts. Develop and implement policies, procedures, standards, and practices for data architecture governance. Qualifications

Bachelor’s degree in business, information systems or data science related discipline, or equivalent and extensive related project experience. Ten years of data management/science or IT experience with direct responsibility for strategy formulation and/or translation, business analytics, and program management, or consultative experience in Enterprise Data Architecture, IT analysis, or system design. Education can substitute year-for-year for experience. Or fourteen years of IT Data Management or intensive expertise in strategy formulation and/or translation, business analytics, and program management, or consultative experience in Enterprise Data Architecture, IT Analysis, or system design. Concurrent to the experience listed above, four or more years of experience creating and maintaining enterprise-level conceptual and logical architectural technology models with two years of implementation expertise using FEAF and/or TOGAF. Preferred Education, Experience, Or Certifications
A master’s degree in business, information systems or data science related discipline, or equivalent and extensive related project experience. A broad understanding of enterprise architecture frameworks. Experience with and proficiency using an enterprise architecture tool, such as iServer, ArchiMate, The Essential Project, etc. Extensive and broad experience with Enterprise Architecture frameworks (TOGAF, FEAF, Zachman Framework, etc.). A high level of expertise in leadership and facilitation of technical workgroups and teams. Experience with the PMI Project Management methodology and ITIL for IT Service Management.
