Summary of Position The HR Generalist at Horizons plays a critical role in supporting staff with compassion, consistency, and creativity, providing responsive and values-aligned HR support and services. This position is both strategic and transactional, finding ways to put our goals into action. This role is responsible for the administration and education of all benefit offerings, HRIS/employee systems and related processes, off boarding, and changes in employment. This role partners with the Senior Director of HR in maintaining and advancing the compensation structure, employee data and analytics, and staying current on market changes and trends. In addition, this critical position manages the leave and accommodation process for Horizons. This role involves maintaining a deep understanding of Horizons’ benefit programs and policies to educate employees, facilitate effective benefits communication, managing enrollments and changes, state and federal compliance, and ensuring payroll accuracy in collaboration with Finance. Responsibilities Benefits Management Accountable for managing the benefit plan operations; provides interpretation of policy, trouble- shoots and delivers exemplary customer service, and ensures compliant, accurate and timely administration of all health and welfare, voluntary and paid time off plans and programs. Ensure benefit plan enrollment transactions, including new hires, qualifying mid-year event changes and termination of coverage, are handled timely and accurately. Assist in annual contract renewals and annual open enrollment activities for all plans. Develop and present all benefit communications at new hire orientation and open enrollment. Provide timely and effective resolution of sensitive benefit issues or questions (e.g., denied claims, eligibility issues, etc.) and interface frequently with benefit carriers, vendors and brokers. Ensure invoices are received, audited, and properly coded. Responsible for accuracy of benefit vendor feeds, reporting requirements, paycheck premium withholdings, non-discrimination testing, and plan audits across all plans and programs ; including enrollment of eligible dependents. Responsible for managing all aspects of the professional development benefit program. Assist with annual notifications as required by ERISA, the DOL, and regulatory bodies . Identify and implement process improvements to streamline benefits administration. Maintain benefit information in Paycom ensuring that Paycom is utilized to the fullest extent possible. Lead the HR team as the Benefit Paycom expert. Identify and participate in select benefit surveys to inform trends and future strategy. Support the Finance team in conducting biweekly payroll quality checks, ensuring accurate capture of benefit changes, paid leave, and employee data updates. Retirement Plan Management Manage the 403(b)-retirement plan; ensure all retirement plans are administered in compliance with federal and state regulations and Horizons policy. Ensure retirement plan enrollments and changes are processed timely with plan administrator. Oversee regular plan audits in collaboration with plan administrator and recordkeeper. Support an active Retirement Investment Committee. Counsel and communicate retirement plan information to staff; coordinate and/or deliver employee education on financial health, saving for retirement, family budgeting, etc. Oversee annual non-discrimination testing. Employee Communication and Education Serve as the primary contact for inquiries regarding compensation, benefits, HRIS, and processes, providing follow-up, resolution, or referrals to the appropriate source. Develop and implement a robust employee education strategy providing regular educational sessions on benefit programs, including health, dental, vision, life, disability, and 403b options. Compensation Management Partner with the Senior Director of HR in maintaining and advancing the compensation structure, periodically updating the structure and guiding documents as necessary. Identify and complete annual surveys, maintaining a well-organized filing system of all survey data to inform our compensation structure. Administer compensation changes in HRIS. Maintain compliance with pay transparency laws in Massachusetts, including submitting required compensation data reports according to deadline. Leaves of Absence, Disability and Accommodation Management Serve as the point-of-contact and provide support and compassion to staff navigating the leave/accommodation/ADA process. Ensure staff leaves of absence are administered in compliance with federal, state and jurisdictional requirements; this requires regular oversight of eligibility determinations, leave and pay entitlements awarded by the state, and vendors for FMLA, MA-PFML, other state leaves as applicable, STD and LTD. Collaborate with HR colleagues on sensitive leave of absence and related employee relations-related issues; keeps supervisors informed of the status of their staff on leaves. Determine and educate staff of their options when they reach the end of their leave entitlement and before termination of employment; this might include leave as an accommodation, job reassignment or other alternative accommodations. Assist with the development and rollout of return to work, light duty, medical management and/or other related policies and programs. Ensure Workers Compensation documents are up to date, files claims, including processing and submitting all required forms to Worker’s Compensation administrator. Ensure that short- and long-term disability benefits are accurately set up and awarded by carrier administrator(s). Support the development and updating of HR leave policies and procedures. Maintains up to date knowledge on all state and federal laws and regulations concerning the administration of FMLA, PFMLA, ADA, and short and long-term disability, and ensure Horizons policies, practices, and processes are in compliance. Maintain active leave and accommodation data dashboard and metrics, regularly communicating the impact on staffing to managers and leadership. Provide administrative oversight for all workplace accommodations; oversee the interactive process timely and confidentially. Partner with supervisors and departments in identifying reasonable outcomes. Ensures that alternative accommodations are considered if the initial accommodation request cannot be approved in whole or in part. Project Support Partner in the development, enhancement, and execution of HR programs, goals, and projects to support the organization's overall operations and objectives. Contribute to the development and delivery of new hire orientation. Build trusting relationships with staff members and leaders at all levels of the organization; serve as a credible resource on all areas of accountability. Assist in updating and revising policies and procedures. Respond to department emails, phone calls, tickets, and provide excellent customer service. Analyze all areas of HR to identify areas for improvement and make recommendations. Maintain confidential employee digital files and related records, lead employee file audits. Qualifications Qualifications Education & Experience A minimum of 4 years of relevant professional HR experience Minimum of 3 years’ experience managing and administering employee benefits plans and programs, leaves of absence and disability programs Advanced experience with online benefits systems and processes, including carrier file feeds, and HRIS required. Experience with Horizons’ current systems a plus (Paycom, BCBS, HRC Total Solutions, Colonial, TruStage) Demonstrated experience leading process improvement projects Knowledge, Skills & Abilities Proficient in generating and analyzing reports related to benefits, payroll, and HR data, leveraging insights to formulate informed recommendations. Meticulous attention to detail and strong time management skills, ensuring accurate and timely outcomes while adapting to changing priorities and able to manage multiple projects to deadline. Starting salary range, compensation, and benefits $74,000 – $79,000 is the starting salary range for this admin role. Your starting salary will fall within that range depending on your competencies, experience, and skillset. Your total compensation package includes the following benefits: Health coverage options designed to be as comprehensive and affordable for you as possible, with Horizons covering between 70-75% of premiums (a value that ranges from an additional $10,000 –30,000 per year based on your enrollment choices).
