Senior Project Manager - Water/Wastewater

Garver is seeking an experienced licensed professional to join our Colorado Water/Wastewater team as a Senior Project Manager (Client Service Manager) for our developing Colorado portfolio. The successful candidate will help develop and lead business planning, pursue diverse and custom water and wastewater projects, build and maintain outstanding client relationships, be active in industry activities and events, and learn and mentor as part of a growing full services team. The successful candidate will be responsible for the hands-on management of exciting water industry projects through all phases of delivery. Responsibilities will include a variety of projects related to: water infrastructure planning, design, implementation, and optimization; water distribution, pumping, and storage; sewer collection, pumping, and storage; water resources planning and development; conveyance, pumping, and storage; surface water supply; groundwater supply; challenged and/or reuse supply; water facilities planning, design, implementation, and optimization; drinking water treatment plants; wastewater treatment plants; and advanced water treatment plants. Responsibilities will vary in relative volume, and change over time, but will generally include: business planning and development activities; client service management; pursuit planning; support proposal development efforts; scope, fee, and contract development services; program owner's advisor (OA) services; oversee production of deliverables, including complete detailed design calculations, drawings, and specifications; scheduling, management and coordination of support disciplines and subconsultants; facilitate stakeholder engagement activities; support permitting approval with regulatory agencies; manage quality assurance and risk management; facilitate workshops with clients; transition to construction phase (both alternative delivery and design-bid-build); contractor pre-qualification and bid evaluation; participate in facilitated teaming activities; technical review of submittals and RFIs; construction phase engineering support; scheduling, management and coordination of support disciplines and subconsultants; progress tracking and communications; transition to integration phase; manage owner training program; equipment, instrument, and device checkout and performance validation; control system and HMI integration; scheduling, management and coordination of support disciplines and subconsultants; contract closeout; travel will be required on an as-needed basis for projects, conferences, marketing, and other duties to maintain your designated service area. Qualified candidates must be capable of performing the following routine functions: display technical competency of water or wastewater engineering; develop and manage detailed project delivery assumption, scope of work, level of effort, and associated man-hour estimates; manage and delegate scope, budget, and schedule for a team of multi-disciplined (civil, process, structural, mechanical, electrical, and I&C) project engineers, design engineers, and CAD Technicians in the development of various Water Business Line projects; manage and delegate multiple projects concurrently; be responsible for time management and work product quality; keep accurate and up-to-date project accounting on all assigned projects; conduct written and oral project reporting for clients and Team Leader; prepare and execute Quality Assurance and Quality Control Plans; lead internal and external project workshops; be an active learner responsible for continuing education and learning based on project needs, as well as overall needs of the team; construction management, excluding construction observation, for local projects. Minimum requirements: Masters degree in civil, chemical, biological, or environmental engineering from an ABET accredited program; 10+ years of similar technical experience with no less than 3+ years experience in project or team leadership; registered as a Professional Engineer (PE) in Colorado or the ability to obtain within a year; previous experience in responsible charge of planning, design, and implementation of water facilities.
