Scope of Eligibility Open to permanent employees in a competitive title who work for the Division of Sustainable Waste Management and meet the requirements below.

Description Under general supervision of a supervisory official in a state department, institution, agency, or local government agency, takes the lead or may supervise the performance of engineering work including but not limited to water management, air pollution control/management, coastal resource management, hazardous/non-hazardous waste control/management; reviews engineering plans, makes determinations and/or recommendations on plans; field visits, inspections, investigations/surveys; gathers data, researches and analyzes information as it relates to environmental control work; and/or the enforcement of environmental laws and/or regulations; works with Environmental Impact Statements; does related work as required.

Specific to Position Position 1) Provide technical and supervisory oversight of the Regulated Medical Waste (RMW) Unit. Conduct technical reviews and draft associated documents and permit conditions for alternative technologies and RMW facilities to ensure they are constructed and/or operated in accordance with the requirements of the Solid Waste Management Act, Comprehensive Regulated Medical Waste Management Act, as well as the Solid Waste Regulations. Conduct reviews of required annual reports submitted by RMW generators, transporters, and destination facilities. Prepare and distribute Interagency Protocol for the Response to Medical Waste Abandonments, draft and review technical correspondence, including application distribution letters and notices of deficiencies. The individual will coordinate with other DEP programs, local, state, and federal government representatives, industry representatives and other stakeholders, as needed.

Position 2 & 3) The positions are required to properly conduct and manage staff who review permit applications, prepare approvals for solid waste landfills, review closure plans and disruption plans for non-operating landfills while ensuring that the applications and activities being authorized are in compliance with the Solid Waste Regulations and applicable guidance and are protective of human health and the environment.

Preferred Skill Set Position 1) The position requires exceptional organizational, writing and communication skills. Technical writing and rulemaking experience preferred.

Position 2 & 3) This individual will supervise and support program staff to ensure compliance with governing laws, ordinances, and regulations. The individual will coordinate with other DEP programs, local, state, and federal government representatives, industry representatives and other stakeholders, as needed. This individual will draft and finalize decision documents and perform other related tasks. The position requires exceptional organizational, writing and communication skills.

Requirements EDUCATION Graduation from an accredited college with a Bachelor's degree in Civil, Chemical, Mechanical, Environmental, Ocean, Coastal, Bio-Resource, Sanitary, Industrial, Agricultural or Mining Engineering, or other field of engineering related to the environment.

NOTE: A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

EXPERIENCE: Three (3) years of professional experience in environmental engineering work.

NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
