FCDOT is seeking a highly motivated, qualified, and experienced professional to join the Transit Services Division (TSD). This position is primarily responsible for overseeing transit-related facility operations, maintenance, and capital projects. This position manages both FCDOT staff and contractors, ensuring that all transit facilities operate efficiently, are safe, and are maintained in a state of good repair. In addition, leads strategic planning efforts for capital improvements and long-term asset replacement.

Responsibilities include:

Developing and maintaining the Capital Improvement Program for all fixed transportation assets, ensuring alignment with the Transit Asset Management (TAM) Plan and Federal Transit Administration (FTA) requirements; Leading the planning, design, construction, and inspection of new and rehabilitated transit infrastructure projects, working with the Fairfax County Department of Public Works and Environmental Services and other partner agencies to ensure timely and effective project delivery; Overseeing preventive maintenance programs, repairs, and general upkeep for all transit facilities, including bus garages, Park-and-Ride lots, transit centers, bus stops, and shelters; Coordinating facility inspections, safety audits, and ensuring compliance; Overseeing the county's bus stop and bus shelter maintenance program, coordinating installations, removals, repairs, and updates to infrastructure and bus stops, ensuring shelters and amenities meet safety, cleanliness, and the Americans with Disabilities Act (ADA) compliance standards; Developing and monitoring facility-related budgets, ensuring cost-effectiveness and operational efficiency; Supervising the TSD facility maintenance team, responsible for coaching, mentoring, training, and evaluating performance of assigned staff; Managing outsourced facility maintenance and service contracts, overseeing procurement, tracking performance, monitoring compliance, evaluating deliverables, and recommending improvements to contractors; Supporting emergency preparedness, including responding to and managing weather events and other incidents; and Completing other tasks, as assigned. MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

CERTIFICATES AND LICENSES REQUIRED: Valid driver's license

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

Extensive experience (10+ years) in managing facility maintenance operations, including oversight of building systems, infrastructure, and capital assets; Demonstrated experience and ability to manage facility-related projects, including scope development, budgeting, scheduling, and compliance with applicable codes and regulations; Experience following and knowledge of environmental, safety, and regulatory compliance standards, including Occupational Safety and Health Administration (OSHA), Stormwater Pollution Prevention Plans (SWPPP), The Americans with Disabilities Act (ADA), and safety requirements; Working knowledge of asset management systems, work order systems, and preventive maintenance planning; Familiarity and experience with transit operations and maintenance facility needs, including bus wash systems, fueling infrastructure, and maintenance bays; Proven experience in supervising facility maintenance teams; Experience with contractor/vendor management and well-versed in contract oversight and administration, performance management, and process improvement; Strong analytical, organizational, and time management skills; Excellent interpersonal and communication skills, ability to coordinate across departments and maintain effective working relationships with internal and external stakeholders; and Proficiency in Microsoft Office Suite applications. PHYSICAL REQUIREMENTS: Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight.
