City Planner II

A City Planner II performs planning projects of a complex, innovative and creative nature independently. Work of this class involves no supervisory duties or responsibilities but may involve work as a project leader. Incumbents receive minimal supervision from a technical superior. Employees in this class work a conventional workweek that may include evening and weekend hours. Work is performed in an office where normal working conditions are encountered. Work requires minimal physical exertion. Minimum Qualifications: Education: Have a master's degree from an accredited college or university in urban or regional planning, sustainability, environmental studies, historic preservation, architecture, architectural history, nutrition, public administration, public health, or a closely related field such as transportation. AND Experience: Have two years of experience in performing urban, regional, transportation, environmental, sustainability, food access, emergency, or historic designation planning work. OR Equivalency Notes: Have an equivalent combination of education and experience. Licenses, Registrations, and Certificates: Some positions in this class may require a Maryland Class C driver's license. PROVISIONAL DRIVER'S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE. YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER'S LICENSE WITH APPLICATION AT TIME OF APPLYING. Knowledge, Skills, and Abilities: Knowledge of best practices in Critical Area Management Program, National Flood Insurance Program and Baltimore City's Article 7 Division I regulations. Knowledge of community engagement best practices. Experience working closely with communities in an urban setting. Ability to obtain within the first year and maintain Association of State Floodplain Managers Certified Floodplain Manager (CFM) Certification. Knowledge of permitting and ability to read design and construction plans. Ability to communicate effectively with others, both orally and in writing, using both technical and nontechnical language. Ability to work independently and be proactive in identifying opportunities and issues, as well as take direction and work collaboratively with others. Ability to work collaboratively with a diversity of people, including personnel from other City as well as state and federal agencies, developers, and the general public. Skill in facilitating meetings, workshops, and public presentations, and ability to manage committees and working groups. Knowledge of research principles and methodology related to urban planning, environmental, sustainability, or emergency programs. Knowledge of accepted environmental and sustainability practices Knowledge of accepted green building and sustainable development practices. Knowledge of environmental purchasing policies. Skill in analyzing facts and exercising sound aesthetic judgment. Skill in preparing detailed urban plans and designs. Ability to prepare complex reports. Ability to prepare grants and complete grant applications and administer grants. Ability to establish and work effectively with community and business groups, property owners, cultural institutions and government agencies. Ability to effectively communicate orally and in writing. Additional Information: Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. Probation: All persons, including current City employees, selected for this position must complete a mandatory six-month's probation. Eligibility: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. Education Accreditation: Applicants' education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency.
