This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes. As the IT Senior Business Analyst in the Minnesota Justice Information Systems (MNJIS) department, you will perform business analysis functions using a set of tasks and techniques to act as a liaison among stakeholders in order to understand the structure, policies and operations at the Minnesota Bureau of Criminal Apprehension (BCA). You will recommend solutions that enable projects to successfully meet business goals. This includes facilitating and participating in discovery sessions, conducting requirements gathering sessions to analyze, define and document business requirements and processes, identifying software requirements, working with data management systems, and developing specifications for technology initiatives. In addition, you will work with Product Owners on backlog management and creation of epics and user stories for Agile Scrum development teams. You may also perform in a Scrum Master role from time to time. The MNJIS department supports several different business areas, each with their own unique business values and needs. This position requires an employee to be onsite at 1430 Maryland Ave E, St Paul, Minnesota three (3) days per week, with the opportunity to work from a telework location on other days. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements. Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume. This position requires a minimum of five (5) years of experience in performing IT business analysis functions. Experience must include: Working as a Business Analyst on Agile project/product teams managing product backlogs, writing epics and user stories, leading story refinement, and working closely with Product Owners and development teams. Analyzing, defining and documenting requirements for object oriented applications, relational databases, complex queries, interfaces, extraction processes, reports, and dashboards using multi-system data. Leading the design and implementation for multi-faceted, complex, application development projects involving multiple stakeholders and IT functions. Conducting technical system analysis, system integration analysis, and data analysis, including activities for data mapping, migrations, and modeling. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A masters degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelors degree substitutes for two (2) years, OR an IT related associates degree substitutes for one (1) year. Preferred Qualifications Experience working in an environment with strict regulatory, security, and compliance requirements such as Law Enforcement or Criminal Justice systems. Proficient with or able to quickly learn systems, software, methodologies, and processes used by the organization, for example Scrum, Kanban, Jira, project management tools, etc. Advanced problem-solving and analytical skills in problem definition, information gathering and research, and alternative solutions analysis. Conceptual thinking: able to see a problem from different perspectives, apply creative solutions to unique or immediate problems, and recommend the best solution. Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical and system information for non-technical stakeholders. Demonstrated leadership skills including mentoring and coaching experience that enables learning and change to take place. Advanced facilitation skills that demonstrate preparedness, flexibility, active listening, time management, and the ability to negotiate.
