role at Minnesota IT Services (MNIT). This position serves the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). The MNIT BCA provides IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. The MNJIS department supports several different business areas, each with its own values and needs. Yes Responsibilities

Perform business analysis functions as a liaison among stakeholders to understand the structure, policies and operations at the Minnesota Bureau of Criminal Apprehension (BCA) and recommend solutions that enable projects to meet business goals. Facilitate and participate in discovery sessions; conduct requirements gathering; analyze, define and document business requirements and processes; identify software requirements; work with data management systems; develop specifications for technology initiatives. Work with Product Owners on backlog management and creation of epics and user stories for Agile Scrum development teams; may perform Scrum Master duties from time to time. Support the Minnesota Justice Information Systems (MNJIS) department across multiple business areas, each with its own values and needs. Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume. Minimum of five (5) years of experience in performing IT business analysis functions. Experience must include:

Working as a Business Analyst on Agile project/product teams managing product backlogs, writing epics and user stories, leading story refinement, and working closely with Product Owners and development teams. Analyzing, defining and documenting requirements for object oriented applications, relational databases, complex queries, interfaces, extraction processes, reports, and dashboards using multi-system data. Leading the design and implementation for multi-faceted, complex, application development projects involving multiple stakeholders and IT functions. Conducting technical system analysis, system integration analysis, and data analysis, including data mapping, migrations, and modeling. Ability to deliver effective verbal or written messages that facilitate mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving.

A masters degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelors degree substitutes for two (2) years, OR an IT related associates degree substitutes for one (1) year. Preferred Qualifications

Experience working in an environment with strict regulatory, security, and compliance requirements such as Law Enforcement or Criminal Justice systems. Proficient with or able to quickly learn systems, software, methodologies, and processes used by the organization, for example Scrum, Kanban, Jira, project management tools, etc. Advanced problem-solving and analytical skills in problem definition, information gathering and research, and alternative solutions analysis. Conceptual thinking: able to see a problem from different perspectives, apply creative solutions to unique or immediate problems, and recommend the best solution. Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical and system information for non-technical stakeholders. Demonstrated leadership skills including mentoring and coaching experience that enables learning and change to take place. Advanced facilitation skills that demonstrate preparedness, flexibility, active listening, time management, and the ability to negotiate. Additional Requirements
