GENERAL STATEMENT OF DUTIES: To work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated services organization and delivery policies; to be responsible for several project development; to perform research, program evaluation, fiscal and policy analysis on various issues affecting consumers of human service programs; to initiate, plan, coordinate, supervise and review a continuous information educational and community relations program; to serve in a highly responsible communication capacity representing a number of state departments in their contact with state, local, public and media officials; and to do related work as required.
SUPERVISION RECEIVED: Works under the general direction of a department director or a consortium with considerable latitude for the exercise of initiative and independent judgement; assignments are subject to review for results obtained in adherence to established policies and procedures.
SUPERVISION EXERCISED: Supervision of staff specialists and positions assigned to assist in the performance and execution of specific projects delegated by the director.
Key Responsibilities:
Work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated service organization and delivery policies. Responsible for special project development authorized and delegated by a director. Perform research, fiscal and policy analysis on issues affecting consumers of human service programs. Serve in a communication capacity representing state departments in contact with officials and media. Analyze and evaluate departmental services and research issues affecting consumers. Research and write commentary on relevant issues. Resolve complaints and prepare reports for decision-making. Develop and maintain liaison with legislative bodies, agencies, the public, and media. Develop, implement, and disseminate newsletters on legislative changes. Operate computer programs for publishing, graphics, and finance. Represent the director in contacts to explain policies and their impacts. Keep departmental officials informed of decisions and recommendations. Maintain frequent contact with officials regarding program and policy issues. Perform related work as required. Knowledge, Skills, and Abilities:
Thorough knowledge of project management principles, planning, budgeting, evaluation, press relations, and communication technology; ability to research, prepare reports, evaluate attitudes of groups, and communicate effectively with various stakeholders. Education and Experience:
Master's Degree in Public Administration, Business Administration, or related field preferred; significant experience in a responsible position involving research, fiscal analysis, policy development, and dissemination; or equivalent combination of education and experience. Additional Role - Housing Development Finance Project Manager:
This position involves developing and implementing housing production and preservation programs, participating in legislative and regulatory activities, analyzing funding proposals, working with public and private agencies, and ensuring compliance with regulations. Responsibilities include fostering partnerships, seeking funding opportunities, and improving programs.
