Freight and Logistics Specialist IV District Four / Transportation Development / Modal Development / Strategic Development This position will review, analyze, and research legislative issues and prepare analysis of the projected effect of any proposed legislation or action for freight and aviation. This position also monitors the aviation program, approves funding, tasks, scopes, and confirms the disposition of awards, and other agreements. Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action for freight and aviation. Reviews Joint Participation Agreement (JPA) deliverables, including approved drawings, specifications, contract documents, reports and invoices for projects after requisite coordination with the Tallahassee Freight and Aviation Office. Reviews plans and specifications to ensure compatible land use around public use airports, which includes obstructions standards and environmental concerns. Monitors incoming aviation-related correspondence and drafts applicable responses as necessary. Conducts mid and final project inspections and interviews transportation partners and conducts on-site observation (mid and final project inspections) to ascertain work performed, and methods of equipment. Offers technical assistance, monitoring and ensuring proper documentation of the performance of airport sponsors and consulting engineers involved in the improvement of aviation facilities. Researches and recommends purchases to management relation to aviation. Attends and participates in consultant selection and technical advisory committees. Monitors the aviation program, approves funding, tasks, scopes and confirms the disposition of awards, and other agreements. Oversees JPA (grant agreements) production process, including annual JPA production plan and working with airports to input all project requests in the web-based grant system (Joint Automated Capital Improvement Program or JACIP). Prepares and processes JPAs for grant funding to airport sponsors; tracks status of JPA development process from first draft to execution. Evaluates program information to ensure compliance with JPA/Work Program procedures and Department goals. Coordinate changes with Program Management Office staff for updates to the District Work Program. Assists with the maintenance and updates of aviation databases (such as the Aviation Project Management database and JACIP), and the preparation of monthly management reports. Responsible for administering all open projects, processing invoices, agreement time extensions, supplement agreements, and project close out documentation. Develops, initiates, tracks, coordinates, and administers special projects. Working with various agencies and partners and in-house staff to develop projects and studies. Provides consultation and expert advice to management or other groups on technical, system-related, or process-related topics that are related to aviation with the use of consultant services and experts if required. Performs as a Task Manager for the districtwide Intermodal Consultant contract by identifying projects and studies and developing scopes of services. Assigns work to consultants, reviews progress and assesses performance of programs related to the aviation program, executes and oversees work orders to allow the districtwide consultants to perform said projects and studies. Coordinates with the Florida Department of Transportation (FDOT) Systems Planning Office on all Strategic Intermodal System (SIS) funding requests for the various modes in the Office of Modal Development. Assists the District 4 SIS and Concept Development Coordinator with the development of the SIS Adopted 5-year plan, the SIS Cost Feasible, and the Multi-Modal Unfunded Needs Plan. Handles the coordination of all surplus requests for the Office of Modal Development. Assists the District 4 Freight Coordinator with the coordination between the FDOT modal offices and various District Offices to develop and implement a freight planning process that maximizes the use of existing facilities and integrates and coordinates the various modes of transportation, including the combined utilization of both government-owned and privately-owned resources. Consults with airports, railroads, and seaports on upcoming freight projects and funding opportunities. Prepares aviation manuals and trains workers in the use of new forms, reports, procedures, or equipment according to organizational policy. Confers with transportation partners concerned to ensure successful functioning of these newly implemented systems, procedures, or equipment for aviation. Develops a Work Program training that discusses the Federal Aviation Administration (FAA) and FDOT work Program funding schedules for the District airports. Trains airport staff on Work Program changes, airport funding, the annual Joint Participation Agreement (JPA) production plan, and the use/updates to the web-based grant system (Joint Automated Capital Improvement Program or JACIP). Assists Central Office with the inspection of general aviation facilities when work-load permits. The successful candidate will have the following required knowledge, skills, and abilities: Knowledge of transportation planning process and the associated regulations.
