Job Description:
The State of Connecticut is launching an enterprise Digital Accessibility initiative, which will bring the State up to new federal standards of accessibility for websites and digital assets. Full compliance with these standards will allow us to provide equivalent state services to all of our residents, regardless of ability. This exciting initiative is in its early stages of execution and offers a unique opportunity for a Project Manager to help lead this enterprise technology initiative. The Project Manager will manage all aspects of the project from initiation to closure and lead a cross-functional team of accessibility testers, platform developers, agency stakeholders, business users, IT professionals, and vendor partners. The Digital Accessibility PM will oversee execution, coordination, and governance of multi-agency remediation, testing cycles, and accessibility compliance aligned with WCAG 2.2 AA standards. The ideal candidate will have a strong background in public sector project delivery, enterprise systems implementation, and vendor management. This role requires exceptional stakeholder engagement, change management, and strategic coordination to ensure successful implementation and adoption of the new solution across state agencies.
Key Responsibilities
Develop and manage enterprise accessibility governance frameworks, remediation timelines, and KPI reporting Coordinate activities across accessibility testers, content teams, developers, and agency stakeholders to ensure timely remediation and validation Track progress against federal DOJ requirements for accessibility compliance and document risk mitigation strategies Oversee testing tools, documentation protocols, and knowledge sharing between internal testers and IT/Business teams Define and manage project scope, objectives, and deliverables Develop and manage project plans, schedules, and timelines Provide regular reporting on project status, risks, and milestones to executive leadership Coordinate and manage stakeholder relationships and communication across state agencies Manage internal project team resources and external vendor teams, ensuring alignment with Statements of Work (SOW) Identify, manage, and mitigate risks and issues Drive change management and communication strategies to support user adoption Organize and facilitate meetings, ensuring effective collaboration and communication
Required Experience
10+ years of Project Management experience, managing large-scale, high-visibility technology projects Experience with accessibility, WCAG, Section 508, or ADA compliance projects strongly preferred Experience managing QA/test-heavy projects and cross-discipline agile teams Demonstrated success leading enterprise software implementations, managing diverse stakeholder groups and change management Proven experience with vendor management Experience in the public sector or with government agencies highly preferred

Outstanding verbal and written communication with the ability to synthesize and present complex information clearly Strong presentation and executive reporting skills Proven leadership, with experience managing and holding cross-functional teams accountable Comfort in navigating a matrixed environment to drive progress and decision-making Strong initiative and problem-solving, finding innovative solutions to move projects forward Sound judgement in dealing effectively and diplomatically with all levels of government staff Proficiency in various project management methodologies (Agile, Waterfall, etc.) Expertise in Microsoft Office Suite, PPM tools (Monday.com, etc.), JIRA, and Confluence
Preferred Qualifications
Familiarity with public sector workflows, systems, or program administration IAAP CPACC or PMP with accessibility background Understanding of accessibility platforms/tools (Deque, Axe, JIRA for defects, conformance tools) Bachelors or Masters degree in business or related field
Administrative Considerations
The contractor must provide their own laptop, webcam, and high-speed internet (if working remotely) to perform their duties. Consultant must be on camera during virtual meetings. All software licenses and access will be provisioned by the State of Connecticut. Information accessible by the contractor may be sensitive, confidential, or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility may be required. The contractor employee must always display an access badge while present in state facilities.
