Job Description This role performs management-level work directing major real estate programs and activities with agency-wide impact and is involved in coordinating multiple community planning initiatives and/or multiple redevelopment and/or development projects. The Real Estate Development Senior Project Manager is responsible for reviewing and analyzing affordable housing development and redevelopment projects that utilize various financial resources such as LIHTC, Bond, RAD, RAD/Section 18 Blend, Restore-Rebuild, HOME, CDBG, Historic Tax Credits, etc., from predevelopment through construction, occupancy, and lease-up. The position entails high-quality project management and developing effective relationships internally and externally, including third parties like consultants, funders, lenders, community organizations, architects, construction managers, and government liaisons. This role requires project management skills and specific program knowledge. Work is performed with limited supervision, and the role may involve supervising or leading others. Essential Duties and Responsibilities

The duties listed below describe the general nature and scope of work. Other responsibilities and skills may be required as needed. Implement project or program plans, ensuring adherence to resources, budgets, and timelines. Structure and close complex mixed-financed projects with multiple lenders and manage due diligence. Apply knowledge of LIHTC, Bond, and other federal, state, and city financial resources to ensure project feasibility and compliance. Facilitate community and public agency support for project plans and development. Review project development considering market studies, zoning, and permits. Monitor daily project or program status, troubleshoot issues, collaborate with staff or supervisors to resolve problems, and keep executive management informed of major issues. Educate stakeholders on project management methodologies. Problem solve and ensure compliance with current regulations. Establish and strengthen professional relationships with city agencies, housing authorities, financial institutions, legal professionals, community organizations, and industry leaders. (For supervisory roles) Develop and maintain a high-performance team through clear expectations, performance monitoring, coaching, feedback, and recognition. Communicate vision and goals effectively. Ensure project status is readily accessible and communicate progress to stakeholders. Coordinate with the Procurement Department on procurement activities, including RFP and RFQ processes, ensuring compliance with agency, state, and federal requirements. Research and secure business development opportunities to meet organizational goals. Develop markets, manage loan programs, oversee property acquisition, negotiate, and evaluate real estate and commercial loans. Complete underwriting and develop credit policies. Monitor project progress, repayments, and early warning signs of default. Stay informed on legal changes affecting operations. Manage special projects as assigned. Oversee Quality Control to ensure compliance with applicable guidelines and evaluate program effectiveness, recommending improvements. Present project plans, evaluations, and analyses clearly to stakeholders. Perform other related duties as assigned. Behavioral and Job Competencies

Education and Experience

College degree in business, public administration, or relevant field. Advanced degrees preferred based on specific role requirements. At least four years of progressive project management experience, with supervisory experience a plus. Valid drivers license required. Strength and Work Environment
