Position Summary

Plan, direct, manage and oversee the activities and operations of the City Real Property Manager including all aspects of property management, lease negotiation and administration; right-of-way acquisition and vacation, land inventory, property acquisition, litigation and disposal; manage and maintain a comprehensive portfolio of real estate owned by the City; coordinate assigned activities with other divisions, departments and outside agencies and provide highly responsible and complex administrative support to the Department Director.

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in business administration, real estate, or property management;

and

Eight (8) years of commercial real estate experience in any of the following areas: real property management, real estate sales or real estate appraisals;

and

To include

two (2) years of supervisory experience.

Experience in land inventory, leasing, acquisition, and disposal of real property with a public sector preferred.

ADDITIONAL REQUIREMENTS: Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire. Possession of a New Mexico Real Estate Broker's License (Associate Broker or Qualified Broker). Preferred Knowledge

Operations, services and activities of a comprehensive real property program including land inventory, leasing, acquisition, and disposal Principles and practices of program development and administration Principles and practices of municipal budget preparation and administration Principles of supervision, training and performance evaluation Negotiation techniques and practices Modern office procedures, methods and equipment including computers Modern and complex principles and practices of real estate negotiations Principles and procedures of property appraisal Principles and practices of accounting and finance Principles and methods of communication and public speaking Real estate principles and practices related to the appraisal, acquisition, management and sale of public real property assets including right-of-way Pertinent Federal, State and local laws, codes and regulations Preferred Skills & Abilities

Plan, organize, direct and coordinate the work of lower level staff Select, supervise, train and evaluate staff Analyze and assess trends in real estate and interest rates Analyze and assess programs, policies and operational needs and make appropriate adjustments Identify and respond to sensitive community and organizational issues, concerns and needs Develop and administer division goals, objectives and procedures Develop detailed cost estimates and projections for proposed projects Prepare administrative and financial reports Prepare asset plans Prepare and administer large and complex budgets Maintain real property records Operate office equipment including computers and supporting word processing and spreadsheet applications Negotiate real estate agreements Advise City officials regarding specialized real estate matters Coordinate activities with property owners, real estate brokers and attorneys Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals Research, analyze and evaluate new service delivery methods and techniques Interpret and apply Federal, State and local policies, laws and regulations Communicate clearly and concisely Establish and maintain effective working relationships with those contacted in the course of work Perform the essential functions of the job with or without reasonable accommodation
