Preferred Experience Over 20 years of experience supporting civil engineering projects across various disciplines. Licensed Professional Engineer with a Bachelor of Science in Civil Engineering Strong written and verbal communication skills tailored for technical and stakeholder audiences. Proven ability to analyze complex challenges and deliver creative, practical solutions. Skilled in project management and site design for recreation infrastructure. Proficient in Microsoft Office Suite and AutoCAD for technical documentation and planning. Extensive experience with site-specific signage requirements including entrance signs, kiosks, and interpretive displays. Well-versed in ADA accessibility requirements for recreation sites. Demonstrates expertise in structural engineering, with applied knowledge in the design and implementation of systems utilizing steel, concrete, and timber.
Responsibilities Deep familiarity with reservoir water level management, including relevant datums, monitoring protocols, usable storage and Lake View Application. Thorough understanding and historical knowledge of recreation site file management processes and systems.
Hydro Licensing, Compliance & Regulatory Oversight Significant experience supporting FERC-authorized hydroelectric license recreation requirements and implementation strategies. Extensive knowledge of permit acquisition including NCDEQ, SCDES, USACE, NCDOT, SCDOT, NC lien appointments, planning/zoning, and building authorities. Informed on permitting moratoriums issued by US Fish & Wildlife Service, SCDNR and NCWRC in collaboration with Environmental Sciences team. Adherence to Environmental, Health & Safety requirements.
Recreation & Access Area Site Experience In-depth understanding of recreation Access Area Design Standards including amenities, materials, and color specifications. Familiar with recreation sites across Yadkin Pee Dee, Catawba Wateree, Keowee Toxaway, and Nantahala regions. Experienced in designing, permitting and implementing water-based amenities such as boat ramps, courtesy docks, swim beaches, fishing piers, fishing platforms and vault toilet facilities.
Financial & Procurement Systems Knowledgeable and proficient in forecasting and budgeting processes using Power Plan. Experienced in sourcing procedures including Purchase Requisitions and Purchase Orders using Maximo, and Wood Mackenzie Bid Events. Familiar with third-party service providers including Avetta and Ariba.
Process Leadership & Collaboration Experience managing project workflows including Phased/Full Funding Authorization, PSRs, PPAs, and Readiness Reviews. Proven ability to operate successfully in a hybrid remote structure, with availability for in-person collaboration at the office or alternate Charlotte region locations. Skilled in Hydro Licensing Team support and communication during stakeholder engagement and cross-agency coordination throughout design, permitting and construction phases of projects.
