Systems Architect
The Department of Administration's Office of Technology & Information Services (OTIS) is seeking a Systems Architect to join the team. OTIS oversees the states federated model for implementing, enhancing, and protecting information technology (IT) resources and the utilization of IT shared services across agencies. In this role you will serve as member of the System Design Team and you will design, plan, and implement the hardware and software platforms to meet the IT business needs and strategic direction of the State of South Carolina. Work directly with technical teams, customers, vendors to determine IT hardware and software requirements, analyze business impact, ROI and sustainability, implement capacity planning and ensure system architecture meets the service delivery needs of the Division of Technology Operations (DTO). Provide coordination and implementation support for DTO Endpoint Shared Services. Ensure proper integration of state security standards for all software and systems and lead to integrate State agencies into DTO shared service model. Operate with significant autonomy to work directly with and determine IT solutions for state agency customers. We are doing exciting things at Department of Administration! Join us and be a part of our journey! Responsibilities of the Systems Architect:
Assist in analysis of existing DTO Endpoint Infrastructure environment, strategic challenges and goals, services, customers and skill sets to make informed decisions about the need to revamp and re-imagine the building blocks of service delivery at DTO. Work with system architects to formulate an endpoint infrastructure plan and timeline for the systematic rebuilding of DTO endpoint systems and services from the ground up. Work closely with DTO Enterprise Platform Services, Endpoint Support Services and other Infrastructure teams to adhere to an IT governance model developed by SC. Guide the implementation of DTO's hardware and software architecture for endpoint systems to meet this model. Work with system architects to document the architectural standards current capabilities and future technology needs. Analyze systematic processes put in place to sustain and grow DTO services and ensures it is in line with architecture. Engage in and lead Agency integration efforts into Shared Services. Provide leadership to ensure that Endpoint architecture meets or exceeds all DTO and Division of Information Security compliance requirements. Engineer's solutions and works with technical teams to ensure seamless integration for customers. Research and evaluate new technologies and products for suitability and fit within the Endpoint shared service environment. Assist system architects in researching and preparing of Requests for Proposals (RFPs). Communicate new concepts, ideas, techniques, best practices, and technologies to system architects and technical manager. Assist in development of requirements for all endpoint or related technology projects as set forth by architecture team and customers. A bachelor's degree in information technology or a related field and experience in business administration, computer science, mathematics, engineering, management information science, networking-telecommunications and six (6) years of proven hands-on experience with enterprise information technology architecture, including but not limited to, planning, development, implementation and governance of technologies and services for an enterprise class service provider. Relevant experience may substitute for the bachelor's degree on a year for year basis. Additional Requirements:
Strong organizational skills with the ability to communicate effectively with executive level and front line staff. Strong collaborative skills working with representatives from a variety of internal and external sources to design and build IT systems architecture. Ability to develop and implement strategic technology initiatives, and analyze, improve and mature IT governance processes based on the business needs and objectives of the State of South Carolina. A proven record of successfully designing and implementing adaptable, scalable technology platforms, including extensive experience with business analysts, project management, hardware and software integration, security, disaster recovery, governance and strategic planning. Proven track record with vendor relationship management and contract negotiation. Proven experience with large scale information technology consolidation. This position is considered essential in order to maintain continuity of operations for DTO and its customers.
