Capital Projects Manager

We have an opening in Atlanta, GA for a Capital Projects Manager in the Civil Engineering Sector. PE and transportation design experience are required. Required: A Bachelor's Degree in Civil Engineering or closely related field and 7+ years of work experience which involved managing surveying and civil design services contracts, construction contracts, project estimating, and field inspections for local and/or state government. Construction Management experience along with knowing the Atlanta area are a huge plus; therefore, a local Atlanta resident is highly preferred. Registration as a Licensed Professional Engineer (PE) required. GDOT Locally Administered Project (LAP) certification required. Proven experience with managing projects through the GDOT plan development process (PDP). Strong Communication Skills. Job Details: Plans, organizes, coordinates, and monitors municipal capital improvement program (CIP) and SPLOST project design/construction and associated activities; coordinates and participates in programming processes including project prioritization, definition, and scope; Prepares project cost estimates, scopes for civil design services, bid documents, reviews bids from contractors and performs contract administration in concert with the City's procurement and legal staff. Works with contractors, advisory bodies, citizens, professional consultants and City staff to successfully complete projects on time and within budget. Proven experience with managing projects through the GDOT plan development process (PDP). Recommends and assists in the implementation of CIP goals and objectives; Prepares and/or coordinates with state and federal agencies and complies with all reporting as required; Prepares and maintains statistics and records on project status. Ensures civil designs are in compliance with all applicable codes, laws, regulations, standards, policies, and procedures. Public works projects include but are not limited to the following types of projects: roadway capacity, shared-use path/sidewalk improvements and streetscapes, storm sewer infrastructure, bridge maintenance and construction, erosion and sediment control, traffic control and intersection improvements, utilities coordination and relocation, retention, and detention pond designs and/or other related design projects. Investigates public requests, problems and complaints; contacts applicable individuals to initiate corrective action activities; generates work orders to resolve service issues; prepares and completes field design sketches for work orders as necessary; coordinates construction activities with applicable internal departments and external organizations and performs other related activities. Coordinates engineering project activities with a variety of internal departments and external organizations or entities including but not limited to utility companies, other municipalities, lawyers, land acquisition agents and/or property owners, as necessary. Communicates with supervisor, management staff, other employees, developers, engineers, contractors, citizens, and external organizations to coordinate activities. Works with the City's communications team to effectively provide public announcements related to CIPs. Conducts inspections and site visits to ensure projects are in compliance with applicable codes, laws, rules, regulations, specifications, standards, policies, and procedures; Initiates corrective action to mitigate violations and deviations. Represents the department and/or the City at a variety of meetings, public events, training sessions, committees and/or other related events or groups to receive and convey information pertaining to City projects or programs. Provides technical guidance on a variety of civil design and construction-related projects. Review and maintain utility permits for the City; works with the City's Utility Coordinator to manage utility work within the public right of way. Review development plans in accordance to City Code such that required right or way upgrades are to be completed by the developer. On-site engineering to resolve field related construction issues.
