The Highway & Roads Market Sector Director is HDR's leader for the Highway & Roads (H&R) market sector, the largest market sector in the company representing nearly $1B in annual revenue globally. The H&R sector includes clients that own and operate highways, toll roads, city, town and local roads, and bridge structures that carry the same roadways. HDR's primary professional services in this market sector include bridge and highway design, traffic engineering, transportation planning and tolling services.
In the US, HDR has ongoing contracts with state departments of transportation as well as with numerous towns, counties and cities. HDR is expanding to have similar contractual relationships in Canada, the UK, parts of the Middle East and Australia. Our H&R professionals engage with clients to bring expertise in bridge and highway design, traffic and transportation planning and design, construction management and administration, and HDR services including advisory, environmental, communications and facilities.
The Highway and Roads Market Sector Director is responsible to support area business development and client management while defining and implementing key initiatives for growth, coordinating best practices and quality professional services, and projecting the HDR brand in the marketplace. Specific attention is required to engage the wide spectrum of employees throughout the Market Sector while reinforcing HDR’s image across our clients and markets.

Market Sector Directors (MSD) are part of HDR's matrix management structure that drives our business. The MSD leads HDR's Highway & Roads market sector, which is the largest market sector with nearly $1B in annual revenue globally. The H&R market sector comprises design, engineering, planning and tolling services for roads, bridges and related transportation infrastructure. The Market Sector Director sets the vision for HDR's strategy to expand services and grow bookings, revenue and profit in the sector, and coordinates with region and area business group leadership to implement growth initiatives and develop staff.
In the US, HDR maintains relationships with state departments of transportation as well as towns, counties and cities; HDR is expanding to build similar relationships in Canada, the UK, the Middle East and Australia. H&R professionals engage with clients to deliver bridge and highway design, traffic engineering, transportation planning and design, construction management and HDR's broader services including advisory, environmental, communications and facilities.
The Market Sector Director works with area leadership to develop and implement growth initiatives, coordinate best practices and quality services, and promote HDR's brand. This role engages a wide range of employees and reinforces HDR's image with clients and markets.
Responsibilities Business Development Responsibilities – The Market Sector Director leads marketplace assessment, supports local areas in choosing HDR's approach, and helps areas win contracts. The role focuses on the respective market sector but collaborates with cross-sectors and other market sectors. The Market Sector Director leads an organization that gains market share and interfaces with local area client development programs and area BD leads to:
Oversee the creation and implementation of strategic vision and direction for the market sector – aligning technical and professional services with business group and operations leadership.
Serve as the Client Manager for selected key clients within the market sector.
Engage in selected projects as Principal-In-Charge.
Promote the marketing and delivery of HDR services to clients within the market sector with client managers.
Participate as a member of the Transportation Business Group Management Team.
Work with Regional Business Group Directors on development and delivery of area goals and market sector initiatives.
Collaborate with client managers and business development leaders to drive client development and pursuit processes using proven capture techniques.
Support selected area and strategic pursuits through client relationship development and pursuit activities.
Participate in industry associations at a leadership level and serve as a role model in business and community organizations.
Identify key investments (acquisitions and technology) to maintain or advance HDR's leadership position.
Monitor marketing capabilities and ensure cross-department collaboration to achieve goals.
Develop relationships with industry counterparts in other consulting organizations.
Develop and maintain relationships with senior leadership in key client organizations.
Lead relationships with other firms that share HDR's culture to create reciprocal value based on technical expertise, client relationships and geographic presence. These partnerships may influence HDR's growth strategy.
Represent HDR with industry organizations in the US, Canada, EMEA and APAC (e.g., AASHTO, IBTTA, NASTO, SASHTO, WASHTO, MASTO and others).
Staff Development Responsibilities – The Market Sector Director leads an organization that performs to support clients, win new work and provide opportunities for staff growth. The role also supports area leadership with identifying and recruiting prospective future market sector employees.
Assume responsibility for Global Market Sector P&L in coordination with local area managers and coordinate work-sharing among departments.
Work with business class directors to drive technical excellence and coordinate staff to support project delivery and marketing efforts.
Coordinate staffing and recruiting plans for key hires and assist local leadership as necessary with local hires.
Approve all key/strategic hires in the market sector.
Participate in Annual Performance Conversations for key market sector leaders.
Support to Operations – The Market Sector Director assists Regional Business Group Directors and area Business Group managers in delivering professional services for area projects. Key responsibilities include driving client management, monitoring market sector profit and loss, reviewing staff assignments, promoting work sharing and ensuring project delivery while supporting the QA/QC program.
Monitor market sector performance indicators, including NFE/NFB, profit, unbilled revenue, AR and investments; manage staff workload and facilitate work sharing.
Assist with contract review on key projects to ensure risk management, proper staffing, quality reviews and claims resolution.
Promote Quality Assurance / Quality Control; work with leadership to support marketing and project activities with key technical expertise.
Facilitate the dissemination of “lessons learned.”
Qualifications Preferred Qualifications
Minimum 20 years experience in planning/engineering in highway design or bridge design
Professional engineering license or equivalent
Current or past leadership positions within highway/road industry associations including AASHTO, IBTTA and other similar organizations across the globe
Required Qualifications
Bachelor's degree in Engineering or closely related field
A minimum of 12 years industry experience including leadership
Strong written and verbal communication skills
Strong skills in client management, client development and a documented history of growing/leading a practice
Strong business skills; specifically handling budgets, staff and operational issues
Strong ability to analyze the marketplace and strategically position HDR
