CEQA / NEPA Technical Reports Specialist
performs creative professional scientific work of considerable analytical difficulty as well as supervises and manages CEQA/NEPA services for the company, especially developing and producing technical studies and reports for various CEQA/NEPA documents. Responsibilities include directing and preparing all or portions of Initial Studies/Negative Declarations (IS/ND), Mitigated Negative Declarations (MND), Environmental Impact Reports (EIR), Environmental Assessments (EA), Environmental Impact Statements (EIS), and Categorical Exemption (CatEx) justification memorandums. Yorke’s CEQA/NEPA practice currently focuses on preparing the Air Quality, Greenhouse Gas (GHG), Energy, and/or Noise Technical Reports and/or sections of IS/ND, MNDs and EIRs, but we are expanding our services to prepare CEQA/NEPA studies which encompass the full range of CEQA topics. Excellent writing and communication skills as well as experience and the ability to conduct several projects concurrently in a teamwork setting are essential. Responsibilities
Direct and prepare portions of IS/ND, MND, EIR, EA, EIS, and CatEx justification memorandums; supervise CEQA/NEPA services. Prepare Air Quality, GHG, Energy, and/or Noise technical reports and sections of IS/ND, MNDs, and EIRs; expand CEQA/NEPA studies to cover full range of topics as needed. Produce technically sound and legally defensible analyses and environmental impact documentation, including technical writing, quantitative analysis, review, and quality control, in compliance with CEQA and NEPA. Maintain strong knowledge of CEQA/NEPA assessment criteria, district rules, and state/federal regulatory programs. Compose, write, and edit CEQA/NEPA documents and proposals professionally. Proven track record of successful compliance work with various lead and regulatory agencies. Manage large and/or complex CEQA/NEPA projects; juggle multiple clients and projects while maintaining quality. Demonstrate motivation to continue in the environmental field and develop solutions for clients. Qualifications
5+ years of project management, permitting, and compliance experience in the environmental industry, particularly CEQA/NEPA with Air Quality/GHG or Noise and at least one other core CEQA section (Traffic, Odor, Energy, Transportation, Biological resources, or land-use); experience in a consulting environment preferred. Experience preparing MND/EIR/EA/EIS analyses, reports, and sections, and CatEx justification memorandums. Technically sound and legally defensible analyses and environmental impact assessments; strong writing and quantitative analysis, review, and quality control skills. Strong technical and regulatory knowledge of CEQA/NEPA assessment criteria, district rules, and state/federal programs. Ability to compose and edit CEQA/NEPA documents and proposals professionally. Proven track record of successful compliance work with lead/regulatory agencies. Experience managing large and/or complex CEQA/NEPA projects and multiple clients. Self-motivated with the ability to work independently and think critically; ability to develop creative solutions. Strong computer skills (Microsoft 365, SharePoint, Excel, Word, PowerPoint, Access). Excellent verbal communication and presentation skills; ability to travel to client offices/sites and agency meetings. Requirements
B.S. degree or higher in Urban Planning, Regional Planning, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Environmental Science, Chemistry, or other relevant technical degree from an accredited university (minimum GPA of 3.0 preferred). CEQA Project Management experience or experience supporting CEQA project teams. Experience with Air Quality, GHG, Noise, Odor, Traffic or Energy technical reports; experience with any of these is acceptable. Ability to analyze, interpret, and apply rules, guidelines, statutes, and regulations toward practical solutions. Ability to work independently and think critically; develop creative solutions. Strong computer skills (Microsoft 365, SharePoint, Excel, Word, PowerPoint, Access). Strong presentation and communication skills. Ability to travel to client offices/sites and agency meetings.
