Environmental Engineer, Watershed Restoration

Carroll County Government is looking for an Environmental Engineer, Watershed Restoration. The pay range is Annual Salary $80,247 - $144,415 (A500). The employment type is full-time, 40 hours per week. The organization is Planning & Land Management - Resource Management, located in the County Office Building. The position reports to the Division Manager, Resource Management, and is classified as Exempt (41617). The Watershed Restoration Engineer will provide technical oversight for the completion of stormwater improvement projects to help restore local waterways as part of the Carroll County NPDES MS4 Permit. You will use your engineering expertise to manage restoration projects and ensure NPDES permit compliance. The work you do will support County agencies, municipalities and citizens within the goals and objectives of the Department. Essential duties include: Coordinate and oversee engineering contracts for restoration projects. Manage construction of restoration projects Utilize GIS to identify potential restoration projects for NPDES permit compliance. Conduct field investigations to verify site conditions and determine feasibility of restoration projects. Apply principles and practices of engineering, hydrology, hydraulics, limnology, and fluvial geomorphology for evaluation, design, and construction of watershed restoration projects. Apply principles, practices, laws, and regulations for watershed restoration management. Present to Board of County Commissioners and state/local/municipal agencies on watershed restoration projects. Provide project information and reports during public meetings. Compile complex data from multiple sources to create reports, spreadsheets, and other documents. Analyze and interpret data. Foster collaboration and provide learning opportunities. Facilitate a supportive work environment. Independently ensure all work is complete and timely to achieve department goals. Review work of others to ensure that organizational standards are met. Exhibit integrity, ethics, and fiscal responsibility. Your skills should include: Hydraulics (Open Channel and Pipe Flow) (Intermediate) Hydraulic Modeling (HY-8 and HEC-RAS) (Intermediate) Hydrology (Rational and SCS Methods) (Intermediate) Hydrological Modeling (TR-55 and TR-20) (Intermediate) Stormwater Management Design (Advanced) Environmental and Land Use Regulations (Intermediate) Accela (Intermediate) GIS Software (Developing) Construction Drawings (Intermediate) Microsoft Office Suite (Intermediate) Your strengths should include: Service Excellence Decision Making Collaborating with Others Digital Literacy Continuous Learning Analytical Thinking Information Gathering and Processing Project Management Safety Focus You might be a good fit if you have: Bachelor's degree in engineering or a related field Three or more years of related experience A comparable amount of education and experience may be substituted for the minimum requirement. Required licenses and certifications include: Valid driver's license Preferred licenses and certifications include: Licensed Professional Engineer Additional information includes: May be required to work outside of standard hours. Occasional exposure to potentially adverse weather conditions. Occasional physical activity: standing/walking, pushing/pulling, bending, reaching, lifting and carrying, climbing steps, squatting, stooping, and related activities.
