CIP Project Manager

The City of South Pasadena is seeking a highly qualified CIP Project Manager! This recruitment is open continuous until filled. This recruitment may close or be extended at any time without notice. DEFINITION: Under the general direction of the CIP Program Manager, the CIP Project Manager is responsible for managing assigned major and minor capital projects, including all aspects of project management during development, planning, design, construction, and final close-out. This position is required to interface with city officials, staff, residents and various professional consultants, contractors, vendors and other related stakeholders. DISTINGUISHING CHARACTERISTICS: This is a single professional classification position that oversees the City's capital improvement construction, ensuring that projects are completed on time and within approved budget limits. Performs work as assigned with considerable independence, initiative, and discretion within broad guidelines. Duties & Responsibilities

EXAMPLES OF DUTIES: Oversees the design, management, and inspection of CIP projects. Ensures City and Consultant staff are maintaining applicable standards and adherence to contracts. Supervises, conducts, and coordinates plan checks, including constructability; building code and ADA compliance reviews; and review project specifications and drawings. Manages projects during construction and final close-out. Participates in and oversees staff assigned to the Public Works Permitting Administration processes involving work activities to be conducted in the Right-of-Way (ROW). Develops scope of work, bid component breakdown items, and special provisions for CIP projects and annual contractor assignments. Manages RFI's, notice of delays, change orders, and schedules for recommendations to the CIP Program Manager. Prepares City Invitation for Bid (IFB) packages and works with Public Works administrative staff and CIP Analyst on issuance. Responsible for review and/or maintenance of Materials Notebooks, QAP's, and project records. Reviews and processes invoices for CIP projects, annual contractor assignments, and design consultants. Files and submits contractor and design consultant invoices for reimbursements. Conducts field investigations for various drainage, pavement, and infrastructure conditions in the City. Assists city staff in developing and applying for various State and Federal grants. Conducts constructability reviews and prepares cost estimates for annual contractor assignments and CIP projects (Engineer Estimates). Assists in plan reviews for private developments and site plans; assists in the review and issuance of City Right-of-Way permits. Provides technical assistance to other departments, contractors, developers, and citizens. Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Performs other duties as assigned. Qualifications

MINIMUM QUALIFICATIONS: Bachelor's degree in civil engineering, construction management, or related field; and Four (4) or more years of experience in capital improvement project management. Note: An equivalent combination of experience, education, and/or training may substitute for the listed minimum requirements. KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrated experience with project management, construction administration, and/or construction management including a thorough knowledge of building materials, costing procedures and sequential methods of modern construction and maintenance practices, as well as capital construction project delivery methods. Demonstrated experience in effective leadership and team management with a proven ability to organize and manage teams, including internal design and operations staff, external contractors and technical consultants, specializing in building construction or renovation. This position may require the ability to obtain AHERA Inspector certification for asbestos related work and Cal/OSHA Lead training. Thorough knowledge of a wide range of facilities management operations and general knowledge of building codes, laws, ordinances and regulations, and trades applicable to building construction, maintenance and repair. Knowledge of architecture, construction management, and mechanical, structural and electrical engineering. Knowledge of business and fiscal analysis, processes, and techniques related to project management in building, design and construction including an ability to analyze data and make accurate projections and cost estimates using business mathematics and basis statistical techniques. Knowledge of or ability to quickly learn complex organizational and management structures and an ability to adapt to the dynamics of organizational, procedural, technological and policy change. Ability to read and understand proposals, plans, blueprints, process drawings, contracts, purchase orders and specifications for all phases of construction and building maintenance and produce quality construction drawings and specifications. Ability to generate, read, and understand construction schedules. Ability to draft and compose correspondence and standard reports including producing PowerPoint presentations and effective oral presentations to groups. Excellent organizational and time management skills with the ability to maintain a high degree of accuracy while setting own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines. Demonstrated ability to use a variety of computer applications including word-processing, spreadsheets, databases, online systems, and internet as well as online calendaring and email. Demonstrated ability to maintain a high degree of confidentiality including an ability to apply a high level of judgment and discretion on a consistent and continuing basis. Working knowledge of or ability to quickly learn and apply University infrastructure, policies and procedures. Demonstrated ability to use tact, diplomacy and professionalism to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems. Ability to initiate, establish, and foster communication and teamwork by maintaining positive, cooperative, productive work atmosphere in and outside the City with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds. Excellent communication skills with an ability to effectively communicate information in a clear and understandable manner, both verbally and in writing. Thorough mastery of English grammar, spelling and punctuation with a demonstrated ability to proofread and edit. FLSA Status: Non-Exempt WORKING CONDITIONS AND PHYSICAL DEMANDS: Bend, squat, crawl, reach above shoulder level, crouch kneel, and balance. Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception. Work at heights (20 feet or higher) off scaffolding or ladders Ability to wear respiratory protection, including a negative pressure respirator. Cal/OSHA mandated medical evaluation is required prior to the use of a respirator. Additional Information
