Information Technology Project Manager

The Tualatin Hills Park & Recreation District (THPRD) seeks an Information Technology Project Manager who will be responsible for defining, managing, and delivering technology projects of all sizes, from enterprise-level initiatives with district-wide scope to smaller-scale efforts. This role includes budget development, leading or directing implementation teams, and ensuring projects are completed on time and within scope. The project manager applies formal project management methodologies, often leading independently with little to no direction, and may also train others in project management practices. Key responsibilities include performing business process and systems analyses, translating and documenting business and operational requirements, and developing recommended systems solutions to meet end-user needs. The role requires strong experience in project implementation, contract review and management, and working collaboratively with internal stakeholders to deliver technology solutions that have significant operational impact. This position receives general direction from the information technology manager and may provide lead direction and oversight to assigned staff. Additionally, this position will lead, and direct project teams comprised of district staff and/or contractors. Components of the job include (but are not limited to): Oversees the information technology project portfolio, including high-priority, high-risk district-wide projects. Serves as a team leader on multiple projects to develop team schedules and priorities for multiple assignments. Provides scope and resource planning for enterprise-level technology projects. Develops and manages project budgets, schedules and timelines; Oversees adherence to contract terms and conditions with contract vendors and staff. Evaluates existing and proposed processes and systems for effectiveness, efficiency and conformity to established guidelines. Develops business requirements, manages; scope, change control, issues logs, testing, risk identification and mitigation, and assures verification and validation of proposed new systems and changes to current systems. A bachelor's degree with coursework in computer science, information technology, business, or a related field, or equivalent work-life experience with a minimum of seven (7) years of increasingly responsible technology project management experience working with all of the following: project work plans/work breakdown structures, resource allocation, project schedule management, statement of work development, business requirements gathering, and business process documentation and mapping. Licenses and certifications: Project Management and/or Business Analyst certifications, preferred. This recruitment will establish an eligibility list for current and future vacancies for IT Project Manager positions. This recruitment may remain open until filled and the eligibility list will be active for six months.
