Senior Applications Developer

The City of Sacramento is seeking a Senior Applications Developer for the Enterprise Applications Division within the Information Technology Department. This position is responsible for the development, maintenance, and support of the Enterprise Resource Planning (ERP) system. Additionally, this position supports the implementation of several large technology initiatives and projects that are aligned with the City's Digital Strategy. The incumbent of this position will be expected to work under tight timelines and competing priorities. The ideal candidate will have strong knowledge and hands-on experience with Oracle Peoplesoft ERP suite, PeopleSoft Financials, Supply Chain, and/or Human Capital Management (HCM) applications and related business processes. Knowledge in one or more specific modules such as PeopleSoft Receivables, Billing, Commitment Control, General Ledger, Payables, Purchasing, eProcurement, Core HR, Workforce Management, Time and Labor, Payroll, and Benefits modules is desirable for the ideal candidate. The ideal candidate will have the below experience and abilities: Experience with application configuration Experience in developing, customizing, configuring, and integrating enterprise applications with third-party systems Ability to translate complex system concepts for non-technical users Experience collaborating with application developers to support business and technical needs Excellent verbal and written communication skills, with the ability to engage tactfully and effectively with stakeholders at all levels of the organization Proven ability to mentor and provide technical guidance to other team members Additional experience with the following is preferred but not required: Business case development and cost/benefit analysis Reporting tools such as PS Query, SQR, and BI Publisher Familiarity with PeopleSoft Fluid UI Knowledge of Hyperion Under general supervision, the Senior Applications Developer performs a variety of professional, technical, and analytical duties involving requirements analysis, design, development, testing, implementation, administration, and support of new and existing small and large scale systems and databases in a multi-platform environment that includes mainframe, client server, distributed, and web-based systems. This is an advanced journey-professional classification populated with multiple incumbents. The Senior Applications Developer's work involves advanced concepts in the performance of their duties. The incumbents in this classification may provide oversight to other Applications Developers. The Senior Applications Developer is distinguished from that of the Applications Developer classification by the increased degree of difficulty of the work assignments, the greater level of business and technical knowledge required to perform the tasks, and the potential consequences of errors by the incumbent. The work of this classification is distinguished from that of the Principal Applications Developer classification in that the latter classification is the highest level technical expert. General supervision is provided by an Information Technology Supervisor or other high-level manager. The Senior Applications Developer does not supervise. Essential Duties and Responsibilities

Typical duties include: Planning and managing information technology related projects involving critical applications, large systems, and sophisticated processes. Providing team leadership, guidance, business and technical expertise on assigned projects involving citywide computer systems. Designing and/or creating database structures, data migration/conversion techniques for system(s) conversions or upgrades. Monitoring and tuning databases in order to obtain optimum performance. Applying analytical and advanced design techniques in developing new programs or systems or modifying existing ones. Coding and/or testing programs and resolving related problems in large, complex systems. Providing technical guidance to lower-level IT personnel and contractors through training, mentoring, and coaching. Performing other or related duties as assigned. Qualifications

Knowledge of: Principals and concepts of business process and software design; relational and distributed database technology; networks and communications; and project management. Software development methodologies and life cycles. Current trends in information technology software, business systems, hardware, networks, and communications. Commonly used programming languages, databases, and operating systems on multiple hardware platforms. Commercially available software, and application evaluation techniques. Applications development and structured analysis methods; data modeling theory and methods; disaster planning and recovery techniques; debugging and error detection. Software applications such as finance, human resources, utility billing, geographical information systems, and permitting. Advanced level form, screen, and report design techniques. Skill in: The use of design and testing tools and methodologies Project management and planning tools The use of various desktop tools A variety of complex programming languages, databases, and operating systems on multiple hardware platforms The appropriate use of relational and distributed database technology Maintaining good working relationships with a variety of city staff at all levels Ability to: Communicate effectively orally and in written format in a variety of situations and formats; make group presentations Analyze and develop logical solutions and alternatives to problems Train others; coordinate and facilitate work with others Carry out multiple tasks, projects, and various other resources simultaneously Education: Possession of a Bachelor's degree from an accredited college or university in Computer Science, Information Technology, or a related field. AND Experience: Five years professional experience in information technology in a multi-platform environment doing one or more of the following: application development, database management, GIS programming, system analysis/development, and website design/development, project management.
